ՀՀ-ում ԵՄ պատվիրակությունը կծարունակի համագործակցությունը Քննչական կոմիտեի հետ

ՀՀ քննչական կոմիտեին Նախագահ Աղվան Հովսեփյան հունիսի 8-ին ընդունել է ՀՀ-ում ԵՄ պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկուն։ Հանդիպմանը ներկա է գտնվել նաև ՀՀ ՔԿ նախագահի տեղակալ Վահագն Հարությունյանը։

Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, հանդիպման ընթացքում կողմերը քննարկել են երկուստեք հետաքրքրություն ներկայացնող հարցերի լայն շրջանակ։ ՀՀ ՔԿ նախագահը ներկայացրել է քննչական կոմիտեի կառուցվածքը, գործառույթների շրջանակը, քննության որակն ու արդյունավետությունը բարձրացնելու, քննիչի անկախության երաշխիքների ստեղծման, կոռուպցիոն ռիսկերը նվազեցնելու ուղղությամբ իրականացված քայլերը։

Դեսպանը բարձր է գնահատել կատարված աշխատանքը՝ հավաստելով իրենց պատրաստակամությունը` շարունակելու Քննչական կոմիտեի հետ համագործակցությունը՝ դատաիրավական բարեփոխումների արդյունավետ իրականացման, արտագերատեսչական, անկախ քննչական կառույցի զարգացման համար։

Պ.Սվիտալսկին գոհունակություն է հայտնել ԵՄ պատվիրակության իրականացրած դրամաշնորհային ծրագրերով հայտնաբերված չարաշահումների ուղղությամբ քննչական կոմիտեի կողմից իրականացված քննության կապակցությամբ։ Կողմերը փաստել են բազմակողմնի և լրիվ քննություն իրականացնելու անհրաժեշտությունը՝ կարևորելով ինչպես չարաշահումների իրական ծավալների, կատարված հափշտակության մեխանիզմների և իրականացնողների բացահայտումը, այնպես էլ՝ պատճառված վնասների վերականգնումը։

«Հիմնարար իրավունքներն ու ազատությունները՝ ապագայի երաշխիք» անվամբ ծրագրի համար հատկացված դրամաշնորհից հափշտակություններ կատարելու դեպքի առթիվ ՀՀ ՔԿ ՀԿԳ քննության գլխավոր վարչության վարույթում քննվող քրեական գործով մեղադրանք է առաջադրվել երեք անձի, որոնցից 2-ի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը։

Իրականացված մեծածավալ քննչական գործողությունների ընթացքում նոր տվյալներ են ձեռք բերվել առ այն, որ բացի վերը նշված ծրագրից հափշտակություններ են կատարվել նաև այլ ծրագրերի շրջանակներում, որոնք ևս դարձվել են քննության առարկա։

Դեսպանի հետ ձեռք է բերվել համաձայնություն՝ գործող օրենսդրության շրջանակներում շարունակել փոխգործակցությունը՝ ԵՄ պատվիրակության կողմից հատկացված դրամաշնորհների իրականացման ընթացքում հնարավոր այլ չարաշահումների բացահայտման ուղղությամբ։

Դեսպանը շրջայց է կատարել Քննչական կոմիտեի շենքում, ծանոթացել աշխատանքային պայմաններին:
