Ադրբեջանի իշխանությունը տագնապած է. Թոմաս դե Վաալ

Հարավային Կովկասի գծով ճանաչված վերլուծաբան Թոմաս դե Վաալն ԱՄՆ-ի արտաքին հարաբերությունների խորհրդի Foreign Affairs ժողովածուում գրում է, որ նավթի վաճառքից հարստացած Ադրբեջանն այժմ գտնում է, որ կարող է ավտորիտար կառավարման մոդել հիմնել, իսկ էներգետիկ և անվտանգության հարցերում իրեն ներկայացնել որպես Արևմուտքի «ռազմավարական գործընկեր»: Ինչպես հաղորդում է «Արմենպրես»-ը, նրա համոզմամբ, Ադրբեջանի' արտաքին քաղաքականության արևմտամետ և ռուսամետ ուղղություններից տարբերվող այդ «երրորդ ճանապարհը» այժմ քննություն է անցնում:

Թոմաս դե Վաալը գրում է, որ ղարաբաղյան հակամարտությունում հայերի նկատմամբ պարտությունը խորը հետք է թողել Ադրբեջանի հետագա ամբողջ արտաքին քաղաքականության մեջ:

Հեղինակը գրում է, որ ներկայումս  դիտվող նավթային երկրորդ բումը (առաջինը տեղի է ունեցել 19-րդ դարում) վերածվել է Ադրբեջանի քաղաքականությունը ձևավորող կարևոր գործոնի: Հոդվածում նշվում է, որ իշխանությունը Հեյդար Ալիևից որդուն փոխանցելու գործողությունը տեղի է ունեցել 20 տարի առաջ արտասահմանյան ներդրողների հետ ստորագրված ձեռնտու նավթային պայմանագրերի ֆոնին:

Դե Վաալը միտքն ամբողջացնում է հետևյալ կերպ. «... Բայց սա նաև ստեղծել է օլիգարխների նոր դաս»: Նրա կարծիքով' հենց այդ պատճառով էլ Ադրբեջանի քաղաքական վերնախավի գլխավոր նպատակն առկա քաղաքական և տնտեսական հիերարխիայի պահպանությունն է:

«Նախագահն արտոնյալ կերպով նստել է պետության գլխին, սակայն չի կարողանում վերահսկել իր բոլոր ենթականերին: Արտակարգ իրավիճակների, տրանսպորտի և ներքին գործերի օլիգարխ-նախարարները միանգամայն լեգիտիմացված զինված ուժեր են ստեղծել իրենց հարստությունները պահպանելու համար: Ադրբեջանի արտաքին քաղաքականությունն ուղղված է այն բանին, որպեսզի ամեն դեպքում այդ հարաբերությունները չբախվեն Ադրբեջանի ավտորիտար կառուցվածքի պահպանության հետ»,- գրում է Թոմաս դե Վաալը:

Հեղինակը հշեցնում է նաև 1990-ականներին Հեյդար Ալիևի հետևյալ խոսքը. «Վաշինգտոնը նոր Կրեմլ է»:

Թոմաս դե Վաալը համոզմունք է հայտնում, որ արտաքին քաղաքական ուղղվածության «երրորդ ճանապարհն» ընտրելու հետ Ադրբեջանի իշխանությունը տագնապած է, որ դա իրեն չի հաջողվի իրականացնել: Վերլուծաբանը գրում է, որ Եվրոպայի գազի պահանջարկի ընդամենը 2 տոկոսը բավարարող Ադրբեջանի' Արևմուտքի հիմնական նավթային հսկաների հետ մեղրամիսն ավարտվելու վրա է, քանի որ Ֆրանսիայի «Total» և գերմանական E.ON ընկերությունները դուրս են եկել ադրբեջանական գազը Թուրքիայի վրայով Եվրոպայի սահմաններ հասցնող Անդրադրիատիկ գազատարի (TAP) նախագծից, իսկ նորվեգական «Statoil» ընկերությունը խիստ փոքրացրել է իր մասնակցությունը նախագծին:
