ԱԺ-ն քննարկում է համայնքների խոշորացման օրենսդրական նախաձեռնությունը

 Խորհրդարանն առաջին ընթերցմամբ քննարկում է «Հայաստանի Հանրապետության վարչատարածքային բաժանման մասին»  օրենքում փոփոխություններ կատարելու մասին օրենսդրական նախաձեռնությունը, որով նախատեսվում է իրականացնել համայնքների խոշորացում: Հիմնական զեկուցողը՝ ՀՀ տարածքային կառավարման և զարգացման նախարարի տեղակալ Վաչե Տերտերյանը հայտնեց, որ կառավարությունն արդեն իսկ Ազգային ժողովի հետ սկսել է համայնքների վարչատարածքային բարեփոխումները կատարելու ծրագիրը: «Մենք մի ամբողջ շարք պիլոտային նախագծեր ներկայացրել էինք հանրային քննարկմանը: Դրանցից երեքը՝  Դիլիջանի, Տաթևի և Թումանյանի համայնքներն արդեն իսկ նախատեսված ընթացակարգերով ունեն ձևավորած նոր տեղական ինքնակառավարման մարմիններ: Մենք հիմա Ազգային ժողովին ներկայացրել ենք նոր փաթեթ վարչատարածքային փոփոխությունների, որոնք ընդգրկում են Արարատի, Շիրակի , Սյունիքի, Վայոց Ձորի և Տավուշի մարզերը»,- Արմենպրեսի հաղորդմամբ՝ նշեց Տերտերյանը:

Տերտերյանը հստակեցրեց, որ ներկայացված նախաձեռնությամբ առաջարկվում է ՀՀ Արարատի մարզի Ուրցաձոր, ՀՀ Շիրակի մարզի Ամասիա, Աշոցք, Սարապատ և Բերդաշեն, ՀՀ Սյունիքի մարզի Գորիս, Մեղրի, Տեղ, Գորայք, ՀՀ Վայոց ձորի մարզի Վայք, Ջերմուկ, Զառիթափ, ՀՀ Տավուշի մարզի Նոյեմբերյան, Այրում, Կողբ համայնքներում համայնքների միավորման միջոցով ձևավորվել համայնքային փնջեր:

Փոխնախարարը հավելեց, որ 1995-1996 թթ. Հայաստանում իրականացվել է վարչատարածքային բաժանում, որը համապատասխանել է այն ժամանակվա պահանջներին, պատկերացումներին, մարտահրավերներին: «Այժմ մենք ունենք բոլորովին այլ իրավիճակ և՛ պետական կառավարման, և՛ տեղական ինքնակառավարման, և՛ ընդհանրապես կառավարման համակարգերում: Դեռ չեմ խոսում այն մասին, որ ունենք զարգացում, տնտեսական նոր իրավիճակ և շատ այլ երևույթներ, որոնք հարիր են 2015-2016 թթ. մեր հանրապետությանը: Մենք համոզված ենք, որ տեղական ինքնակառավարման համակարգի ներկայիս մասնատվածությունը բերում է նրան, որ մենք արդյունավետության առումով ունենում ենք որոշակի խնդիրներ: Ժամանակակից պահանջներն այլ են, իսկ մենք ունենք մասնատված բյուջեներ, մասնատված ռեսուրսներ, իսկ այս մասնատվածությունը կառավարման տեսանկյունից բերում է արդյունավետության հետ կապված խնդիրների»,- մանրամասնեց Վաչե Տերտերյանը:
