««Աղմկահարույց ձերբակալությունները կամ մեկ-երկու պաշտոնյայի նկատմամբ քրեական գործ հարուցելն արդյունք չեն տա առողջապահության ոլորտում կոռուպցիայի դեմ պայքարի համար, քանի որ կոռուպցիան ավելի խորը արմատներ ունի, իսկ ձերբակալությունները կոսմետիկ միջոցառումներ են», - կարծում է առողջապահության նախկին նախարար Արարատ Մկրտչյանը։

«Ժամանակի» հետ զրույցում նախկին նախարարն ասաց, որ կոռուպցիան արմատացել է բոլոր համակարգերում՝ բացառապես ժամանակին դա վերացնելու քաղաքական կամքի բացակայության պայմաններում։ «Կոռուպցիան միայն կաշառակերություն չէ։ Դրա ավելի արտահայտված, բայց միևնույն ժամանակ քողարկված ձևը հովանավորությունն է, որը հիմա մենք աջ ու ձախ տեսնում ենք։ Օրինակները բազմաթիվ են, այդ թվում և՝ առողջապահության ոլորտում», -նկատեց Մկրտչւանը։

Արարատ Մկրտչյանը հղում է անում «Թրանսփարենսի ինթերնեյշընլ» հակակոռուպցիոն կենտրոնի հրապարակումներին, որոնց համաձայն՝ ամբողջ աշխարհում առողջապահության ոլորտը համարվում է ամենակոռումպացված երրորդ կառույցը։ Ուստի, նախկին նախարարի խոսքով, հենց այստեղ է, որ անհրաժեշտ է համակարգային քայլեր գործադրել առողջապահության ոլորտում կոռուպցիան մեղմելու համար։

Մկրտչյանը նշեց, որ առողջապահության ոլորտում կաշառքից, հովանավորչությանից զատ, առկա է նաև պետպատվեր հասկացությունը, որի շրջանակներում պետք է բնակչությանը անվճար բժշկական օգնություն տրամադրվի, սակայն ամենամեծ խնդիրները հենց այստեղ են։ Խնդիր կա նաև դեղերի շուկայում։ Դեղերի շուկան մոնոպոլ է, և տարածաշրջանում ամենաթանկ դեղերը հենց Հայաստանում են։ Աստիճանաբար թանկանում են բժշկական ծառայությունները։ Հիվանդանոցները համալրվում են նոր տեխնիկայով և միանգամից ծառայությունների գները թանկանում են։

«Հիվանդանոցների պայքար կա այսօր Հայաստանում։ Հիվանդանոցները իրարից հիվանդ են փախցնում։ Հայաստանում տարեցտարի հիվանդների թիվը պակասում է, բայց հիվանդանոցների թիվն ավելանում է։ Սա պարադոքս է և խոսում է կոռուպցիայի մասին։ Հիվանդանոցը բացում են, ներկում են, տեխնիկան դնում են ու սկսում հիվանդին թալանել։ Այս համակարգում խնդիրները բազմաթիվ են»,   -   ասաց   մեր զրուցակիցը»,–գրում է թերթը։
