Հայաստանում Գերմանիայի դեսպան Ռայներ Մորելն ակնկալիքներ ունի, որ Ֆրանսիայում հոկտեմբերի վերջին նախատեսված Հայաստանի և Ադրբեջանի նախագահների հանդիպմանը երկու երկրների ղեկավարները, քննարկելով ԼՂ հակամարտության կարգավորման հարցը, քայլ առաջ կանեն դեպի խաղաղ բանակցություններն ու հակամարտության կարգավորումը: «Արմենպրես»-ի հետ զրույցում Ռայներ Մորելը շեշտում է, որ այս իրավիճակում շատ կարևոր է երկխոսության շարունակումը, քանի որ երկխոսությունը պետք է բացառի կրակոցները:

«Նույնիսկ եթե նախագահների հանդիպման արդյունքում չլինի որևէ առարկայական փաստաթուղթ, մենք գոհ կլինենք, որ նրանք խոսեն, քննարկեն, քանի որ երկխոսելը, բանակցելը շատ կարևոր են: Մենք հավատացած ենք, որ երկխոսության պարագայում պետք է բացառվեն կրակոցները»,- ասաց Ռայներ Մորելը:

Դեսպանի գնահատմամբ, ԼՂ հակամարտության կարգավորումը խիստ բարդ և խճճված հարց է և որևէ մեկը չի ակնկալում խնդրի արագ լուծում: «ԵԱՀԿ Մինսկի խումբն այս առումով բավական լավ աշխատանք է կատարում: Հնարավոր է, որ մարդիկ կասեն, որ ԵԱՀԿ Մինսկի խումբը ոչինչ չի անում և 20 տարվա ընթացքում խնդրին լուծում չի տրվել, բայց հավաստիացնում եմ ձեզ, որ այդ քսան տարվա աշխատանքի արդյունքն այն է, որ իրավիճակն ավելի չի վատթարացել: Կարծում եմ' ԼՂ հակամարտության կարգավորման հարցը չպետք է դուրս գա այս ձևաչափից և պետք է լուծվի ԵԱՀԿ ՄԽ շրջանակներում»,- ասաց Ռայներ Մորելը:

Լեռնային Ղարաբաղի հակամարտության ռազմական փուլը ծագել է 1991թ., երբ ի պատասխան ԼՂ բնակչության ինքնորոշման պահանջի, ադրբեջանական իշխանությունները փորձեցին հարցը լուծել' խորհրդային անվտանգության ուժերի (ԿԳԲ-ի հատուկ ջոկատներ) կողմից անձնագրային ռեժիմի իրականացման քողի տակ էթնիկ զտումներ իրականացնելով և լայնածավալ ռազմական գործողություններ սկսելու ճանապարհով, որը բերեց հազարավոր զոհերի և զգալի նյութական կորուստների: 1994թ. կնքվեց զինադադար: Հիմնախնդրի կարգավորման շուրջ բանակցությունները ընթանում են ԵԱՀԿ Մինսկի խմբի համանախագահների (Ռուսաստան, ԱՄՆ, Ֆրանսիա) միջնորդությամբ' 2007 թ. նոյեմբերին ներկայացված մադրիդյան առաջարկությունների հիման վրա:

Ադրբեջանը մինչ այսօր շարունակում է տարածաշրջանում սպառազինությունների մրցավազքի հրահրումը' կոպտորեն խախտելով միջազգային իրավունքի ուժի և ուժի սպառնալիքի չկիրառման սկզբունքը:
