Սոցիալական ոլորտում իրականացվող բարեփոխումների շրջանակում, Երևանի քաղաքապետարանի և ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության համագործակցությամբ, մայրաքաղաքի Դավթաշեն, Աջափնյակ, Ավան, Նորք-Մարաշ և Նուբարաշեն վարչական շրջաններում ստեղծվել էին սոցիալական ծառայությունների տարածքային համալիր կենտրոններ, որոնցից Աջափնյակի և Դավթաշենի տարածքային կենտրոններում մեկտեղվել են բնակչությանը սոցիալական ծառայություններ տրամադրող 4 կազմակերպություններ: Իսկ Ավանի, Նորք-Մարաշի և Նուբարաշենի ինտեգրված սոցիալական ծառայությունների տարածքային կենտրոններում տեղակայված էին սոցիալական աջակցության տարածքային բաժինները և հունիսի 28-ից ամբողջությամբ գործարկված միասնական ընդունարանները: Դրանցով քաղաքացիները կենսաթոշակ նշանակելու (վճարելու), վերահաշվարկելու, երեխայի ծննդյան միանվագ, մայրության և խնամքի նպաստ նշանակելու դիմումները և անհրաժեշտ փաստաթղթերը ներկայացնելու գործառույթները կարող են իրականացնել հենց տեղում`առանց այդ նպատակով Նոր Նորքի, Կենտրոնի և Էրեբունու սոցիալական ծառայությունների տարածքային բաժիններ այցելելու: 

 Միասնական ընդունարանների համապատասխան ծրագրի գործարկմանը ներկա են գտնվել Երևանի քաղաքապետարանի աշխատակազմի սոցիալական ապահովության վարչության պետ Ռուզաննա Զաքարյանը և ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության սոցիալական ապահովության պետական ծառայության պետի առաջին տեղակալ Սմբատ Սաիյանը:
