Աշտարակի համայնքապետարանում տեղի է ունեցել Աշտարակի Քաղաքացիների սպասարկման գրասենյակի (ՔՍԳ) պաշտոնական բացման արարողությունը:  Միջոցառմանը մասնակցել են ՀՀ ՏԿԶ նախարարի առաջին տեղակալ Վաչե Տերտերյանը,   ԳՄՀԸ «Համայնքների զարգացում Հարավային Կովկասում» ծրագրի թիմի ղեկավար Քաթրին Շեֆերը, Շվեյցարիայի զարգացման և համագործ ակցության գործակալության ծրագրի մասնագետ Սերգեյ Հովհաննիսյանը, ԱՄՆ Միջազգային զարգացման գործակալության ծրագրի մասնագետ Բելլա Մարգարյանը, Աշտարակի համայնքապետ Արմեն Անտոնյանը, ինչպես նաև քաղաքացիական հասարակության ներկայացուցիչներ: Այս մասին տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարությունից:

Գրասենյակը հիմնադրվել է Տարածքային կառավարման և զարգացման նախարարության հետ համատեղ Գերմանիայի միջազգային համագործակցության ընկերության (ԳՄՀԸ) կողմից իրականացվող "Համայնքների զարգացում Հարավային Կովկասում" ծրագրի շրջանակում` Գերմանիայի Տնտեսական համագործակցության և զարգացման դաշնային նախարարության աջակցությամբ, Հայաստանում Շվեյցարիայի զարգացման և համագործակցության գործակալության (ՇԶՀԳ), ԱՄՆ Միջազգային Զարգացման Գործակալության (ԱՄՆ ՄԶԳ) համաֆինանսավորմամբ:

2015թ-ից ի վեր Ծրագրի շրջանակներում հիմնվել է ևս հինգ ՔՍԳ Շինուհայրում, Թումանյանում, Աբովյանում, Արտաշատում և Զառիթափում:

Քաղաքացիների սպասարկման գրասենյակի հիմնումը թույլ կտա «մեկ պատուհան, մեկ կանգառ» սկզբունքի համաձայն քաղաքացիներին մատուցել բարձրորակ ծառայություններ, բարձրացնել համայնքապետարանի աշխատանքի արդյունավետությունն ու թափանցիկությունը, դյուրացնել համայնքապետարաններում իրականացվող վարչական գործընթացները: Այսուհետ քաղաքացիները կստանան տեղեկատվություն և ծառայությունների մատուցում մեկ վայրում:

ՔՍԳ-ում աշխատանքները կիրականացվեն Համայնքային Կառավարման Տեղեկատվական Համակարգի (ՀԿՏՀ) կիրառմամբ, որը որպես ՏԻՄ-երի համար մշակված տեղեկատվական համակարգ՝ թույլ է տալիս ապահովել տեղեկատվական հոսքերի ավտոմատացված կառավարում համայնքապետարանում: Համակարգը նպաստում է քաղաքացիների նկատմամբ ՏԻՄ-երի հաշվետվողականության և թափանցիկության աստիճանի բարձրացմանը, մատուցվող ծառայությունների վրա ծախսվող ժամանակի կրճատմանը, մասնակցային տեղական ինքնակառավարման ապահովմանը:

Համակարգի միջոցով հնարավոր է մատուցել առցանց ծառայություններ բնակիչներին, հետևել դրանց ընթացքին, իսկ հարցերի դեպքում՝ առցանց դիմել համապատասխան մասնագետներին: ՀԿՏՀ-ն տրամադրում է կարևոր տեղեկատվություն համայնքի վերաբերյալ, ինչպես նաև հնարավոր է դարձնում քաղաքացիների առցանց ներգրավումը համայնքային մակարդակով որոշումների կայացմանը:
