Մեր արտաքին քաղաքականության ձախողման պսակը մի քանի օր առաջ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովում ընդունված փաստաթուղթն էր, որով որոշվեց «ԼՂ-ում եւ Ադրբեջանի օկուպացված տարածքներում բռնությունների ահագնացման» թեմայով զեկույց պատրաստել: Գրում է «Հրապարակ»-ը:

Ամիսներ շարունակ այս փաստաթղթի պատրաստման մասին տեղեկացված ՀՀ իշխանությունը ոչինչ չկարողացավ անել այս որոշումը կանխելու ուղղությամբ: 6 տարի արտաքին գործերի նախարարի աթոռն զբաղեցնող անձը՝ դիվանագիտական ամբողջ կորպուսով հանդերձ, ԵԽԽՎ-ում ՀՀ խորհրդարանական պատվիրակությունը անզոր եղան որեւէ բան անել՝ ի ցույց դնելով իրենց ապաշնորհությունը: Նման խայտառակ որակումներ 20 տարվա մեջ դեռեւս չէին օգտագործվել միջազգային որեւէ կառույցում: Մերոնց խղճուկ արդարացումները, թե «Ադրբեջանի խավիարային լոբբինգը» դեր խաղաց, առնվազն ծիծաղելի են, եթե չասենք՝ վրդովվեցուցիչ: Չէ որ ոչ հեռավոր անցյալում հպարտանում էինք աշխարհասփյուռ հայկական լոբբիով: Ինչո՞ւ հնարավոր չեղավ օգտագործել այդ ռեսուրսը: Պատճառները թերեւս մի քանիսն են: Նախ, ԵԽԽՎ-ում մեր պատվիրակության կազմը. դիվանագիտությունից հեռու կանանցով համալրված այդ պատվիրակությունը, որոնց համար Ստրասբուրգում հայտնվելը նախ Եվրոպայում լինելու, շոպինգ անելու հնարավորություն է, չէր կարող ադրբեջանական պատվիրակության նպատակասլաց աշխատանքին հակակշիռ ստեղծել: Այստեղ, անշուշտ, իր դերակատարումն ունեցավ նաեւ մեր իշխանության դիրքորոշումը՝ դեպի Ռուսաստան շրջադարձը: Եվ ռուսական շահերին սպասարկելու պատրաստակամությունը: Եթե ոմանց թվում էր, թե քաղաքակիրթ ու դեմոկրատ Եվրոպան որեւէ կերպ չի արձագանքելու Մաքսային միություն գնալու մեր որոշմանը, չարաչար սխալվում էին: Բարեկիրթ ժպիտներով ու քաղաքավարական ֆրազներով մի գայթակղվեք:
