Նախագահ Սերժ Սարգսյանն այսօր ընդունել է աշխատանքային այցով Հայաստանի Հանրապետություն ժամանած Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) գլխավոր քարտուղար Նիկոլայ Բորդյուժային:

Հանրապետության Նախագահը ողջունել է ՀԱՊԿ գլխավոր քարտուղարի այցը, որը կրում է նպատակային բնույթ և կապված է վերջին շրջանում ՀԱՊԿ անդամ պետությունների սահմաններում նկատված լարվածության շիկացման, այդ թվում՝ ս.թ. օգոստոսին հայ-ադրբեջանական սահմանին և ղարաբաղաադրբեջանական շփման գծում իրավիճակի կտրուկ սրման հետ: Սերժ Սարգսյանը նշել է, որ, ցավոք, ադրբեջանական կողմի սադրիչ գործողություններն ամեն կերպ սպառնալիքի տակ են դնում ՀԱՊԿ պատասխանատվության գոտում ձևավորված անվտանգության փխրուն համակարգը: Մշտապես խախտելով հրադադարի ռեժիմը՝ Ադրբեջանը վնասում է խաղաղ ճանապարհով հակամարտության կարգավորման ուղղությամբ ԵԱՀԿ Մինսկի խմբի ջանքերը:

Նախագահն ընդգծել է, որ ՀԱՊԿ գծով մի շարք գործընկերների դիրքորոշումը, որոնք դրսևորվում են տարբեր միջազգային հարթակներում դաշնակիցների համար արմատական հետաքրքրություն ունեցող հարցերում և մասնավորապես՝ Լեռնային Ղարաբաղի հակամարտության նկատմամբ, չի համապատասխանում բանակցային գործընթացի ընդհանուր ոգուն, հակասում է ԵԱՀԿ Մինսկի խմբի համանախագահների հայտարարություններին և առաջարկություններին, ինչպես նաև ՀԱՊԿ շրջանակներում ընդունված փաստաթղթերին: Ի. Ալիևի ռազմատենչ և հայատյաց հայտարարությունները համապատասխան արձագանքի չեն արժանանում ՀԱՊԿ գծով գործընկերների կողմից, ինչը, Սերժ Սարգսյանի համոզմամբ, կարող էր զսպել ադրբեջանական ղեկավարության արկածախնդիր նկրտումները:

Նախագահի խոսքով, որպես արդյունք, Ադրբեջանը շարունակում է հրահրել իրավիճակի լարումը և ձեռնարկում է սադրիչ գործողություններ' կոպտորեն խախտելով հակամարտության խաղաղ կարգավորման իր հանձնառությունը և միջազգային հումանիտար իրավունքի կանոնները: Դրա վառ վկայությունը ադրբեջանական կողմին գերի ընկած Կարեն Պետրոսյանի սպանությունն էր:

Նիկոլայ Բորդյուժան նշել է, որ ՀԱՊԿ խորհրդի առաջիկա նիստի նախապատրաստման շրջանակներում ինքն այսօր զբաղվում է անվտանգության տեսանկյունից ՀԱՊԿ անդամ պետությունների առջև ծառացած առավել սուր խնդիրների ուսումնասիրմամբ, որոնք, նրա խոսքով, մի քանիսն են, այդ թվում՝ ամռանը հիշյալ լարվածության շիկացման հետ կապված իրավիճակը: Հիշատակելով այդ իրադարձությունների հետ կապված ՀԱՊԿ խորհրդի նախագահի՝ Վլադիմիր Պուտինի անցկացրած հանդիպումները, Նիկոլայ Բորդյուժան կարծիք է հայտնել, որ ՀԱՊԿ խորհրդի առաջիկա նիստում անհրաժեշտ է զեկուցել և քննարկել բոլոր այն խնդիրները, որոնք կարող են լրջորեն ազդել Կազմակերպության անդամ պետությունների անվտանգության վրա:
