 ՀՀ էկոնոմիկայի նախարարության համակարգման ոլորտում գործող և համապատասխան մանդատ ստացած «Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ-ն (ՀԱԱԳ ԱՓԲԸ) համագործակցության հուշագիր է կնքել  ԳԴՀ կառավարության կողմից արտահանման և ներդրումների խթանման նպատակով մանդատ ստացած «Euler Hermes և Price water house Coopers» գործակալությունների կոնսորցիումի հետ։ Ինչպես տեղեկացրին նախարարությունից, համապատասխան փաստաթուղթը ստորագրվել է Համբուրգում՝ սույն թվականի օգոստոսի 22-ին։

Հանդիպման ընթացքում ՀԱԱԳ ԱՓԲԸ գործադիր տնօրեն Վազգեն Աբգարյանը գերմանացի գործընկերներին համալիր ներկայացրել է ՀՀ ներդրումային միջավայրը, տնտեսության կառուցվածքը, հիմնական մակրոտնտեսական ցուցանիշները, գերակա ոլորտները, երկրի համեմատական մրցակցային դիրքը թե՛ ԱՊՀ և թե՛ ԵՄ մի շարք երկրների նկատմամբ,  մանրամասն անդրադարձ է կատարվել ներդրողների և գործարարների համար ստեղծված արտոնությունների լայն փաթեթին թե՛ հարկային և թե՛ առևտրային ռեժիմների մասով։ Քննարկվել է ՀՀ ռազմավարական դերակատարությունը որպես կամուրջ դեպի ԵԱՏՄ և Իրանի շո ւկաներ։

Կողմերը երկուստեք արձանագրել են գործակալությունների կարևորությունը ՀՀ և ԳԴՀ միջև առևտրի և ներդրումների խթանման գործընթացում։ Գերմանական կողմը գոհունակությամբ նշել է, որ ՀՀ ներդրումային և գործարար միջավայրերը բարենպաստ են բիզնեսի ծավալման համար և իր պատրաստակամությունը հայտնել հասցնելու ներդրումների համար թիրախային ոլորտների մասին տեղեկատվությունը գերմանական շահագրգիռ ընկերություններին։ Կոնսորցիումը բաց է աջակցելու գերմանական ժամանակակից սարքավորումների և տեխնոլոգիաների մատակարարմանը ՀՀ ռեզիդենտ կազմակերպություններին։ ՀՀ էկոնոմիկայի նախարարությունը և ՀԱԱԳ ԱՓԲԸ-ն իրենց  հերթին հանդես կգան  կոնսորցիումի համար որպես կամուրջ՝ ըստ անհրաժեշտության տրամադրելով ՀՀ օրենսդրությանը և տնտեսության ճյուղերին վերաբերող տեղեկատվություն, ինչպես նաև ստեղծելով կապեր շահագրգիռ օղակների հետ։

«Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ-ն հիմնադրվել է 2013 թ.-ին կառավարության որոշմամբ որպես արտահանման խթանման արդյունավետ գործիքակազմ: Ընկերությունը  ՀՀ կառավարության մանդատով տրամադրում է ապահովագրություն ՀՀ ռեզիդենտ արտահանող ընկերությունների կողմից մատակարարված ապրանքի դիմաց օտարերկրյա գնորդի կողմից չվճարման հետևանքով կրած ֆինանսական վնասներից, նպաստում տնտեսվարող սուբյեկտներին անգրավ ֆինանսավորման տրամադրմանը ինչպես ապրանքի արտադրության, այնպես էլ հետ արտահանումային փուլերում: Ընկերությ ան միակ բաժնետերը հանդիսանում է Հայաստանի Հանրապետությունը:
