Նախընտրական շրջանում ընտրական խոստումներն ավելի քաղցր են լինում, քան դրանից հետո

Ընտրությունների ժամանակ կարևոր բաղադրիչ մասը ընտրական խոստումներն են: Խոստումներ տալը կարևոր է, սակայն միջազգային փորձը ցույց է տալիս, որ ընտրությունների ժամանակ սին խոստումների տարափ է սկսվում։ Պարզ է` ձայներ են պետք:

Քանզի հարց է առաջանում, թե ինչպես են նախընտրական շրջանում տրված խոստումներն ի կատար ածվելու: Խոստումները չկատարելու դեպքում հասարակության շրջանում քաղաքական գործիչները կորցնում են իրենց վարկանիշը: Այս դեպքում, նախընտրական խոստումներն ընկալվում են որպես բացասական երևույթ:

Օրինակ, 2011թ «Միացյալ Ռուսաստանը» Պետդումայի ընտրությունների ժամանակ բազմաթիվ խոստումներով հանդես եկավ: Սակայն 5 տարիների ընթացքում խոստումներից գրեթե 50 տոկոսն է իրականացվել: ՌԴ նախագահը 2011թ-ին հայտարարել էր, որ 5 տարիների ընթացքում ՌԴ-ն աշխարհի խոշորագույն տնտեսություններ ունեցող պետությունների վարկանիշային աղյուսակի հնգյակում է հայտնվելու:

Սակայն 2011թ-ից ի վեր ԱՄՀ-ի և Համաշխարհային բանկի զեկույցների համաձայն՝ ՌԴ-ն 188 երկրների շարքում ՀՆԱ-ի աճով զբաղեցրել է 12 կամ 13-րդ հորիզոնականները համապատասխանաբար:

ՌԴ նախագահը նաև հայտարարել է, որ ՌԴ-ում տարեկան 6-7% տնտեսական աճ է ակնկալվում, սակայն 2013թ-ից ի վեր տնտեսական աճի դանդաղում է նկատվում, 2012թ-ին մինչև 0.6 %-ով, իսկ անցյալ տարի, ըստ մի շարք զեկույցների, ՌԴ-ում ՀՆԱ-ի մինչև 3.9% անկում է գրանցվել:

Նոյեմբերի 6-ին ԱՄՆ-ում կայանալիք ընտրություններին ընդառաջ ուսումնասիրելով ԱՄՆ նախագահի թեկնածու Հիլարի Քլինթոնի խոստումները, հատկապես տնտեսություն վերաբերյալ, պարզ է դառնում, որ այն արտատպվել է Օբամայի նախընտրական խոսոտումներից: Օբաման 2009թ խոստացել էր, նախագահի պաշտոնը զբաղեցնելու հետո 100 օրվա ընթացքում տնտեսության խթանման համար $800 մլրդ արժողության փաթեթի կիրառում, սակայն ըստ տնտեսագետների, մինչև հիմա իրականացվել է ընդամենը 150 մլրդ դոլարի, իսկ մնացած գումարն ուղղվել է գործազրկության նպաստների և նահանգներին ֆինանսական օգնություն ցուցաբերելուն: Քլինթոնը խոստացել է նախագահի պաշտոնը ստանձնելուց հետո 100 օրվա ընթացքում ենթակառուցվածքների զարգացման ամենալայնամասշտաբ ծրագիրը կիրառել: Սակայն ԱՄՆ-ում տնտեսական իրավիճակից ելնելով, դժվար նա կարողանա պահել իր խոստումը:
Բելառուսի նախագահ Լուկաշենկոն քսան տարիների կառավարման ընթացքում բազմաթիվ խոստումներ է տվել ընտրողներին: Սակայն դրանցից շատերը մի ընտրություններից դեպի մյուսն են անցել: Դեռ 1994թ-ին Լուկաշենկոն խոստացել էր արտադրամասեր բացել՝ աշխատատեղեր ապահովելու նպատակով և արմատախիլ անել կոռուպցիան: 21 տարի անց, ըստ մի շարք հրապարակումների, արտադրամասերը սահմանափակում են աշխատատեղերի թիվը, գրեթե ամեն օր տեղեկություններ են շրջանառվում իշխանության կամ պետծառայողների շրջանում կոռուպցիայի գործով ձերբակալման մասին:

2015թ Բելառուսի նախագահը ընտրողներին խոստացել էր, որ միջին աշխատավարձը կկազմի 1000 դոլար: Սակայն 2009թ-ից սկսված միջին աշխատավարձը 400 դոլարից քիչ է:

Այսպիսով, նախընտրական շրջանում ընտրական խոստումներն ավելի քաղցր են լինում, քան ընտրություններից հետո և միջազգային փորձը ցույց է տալիս, որ այդ խոստումների գրեթե 50 տոկոսն է իրականացվում:
