ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանն այսօր աշխատանքային հանդիպում է ունեցել ինստիտուցիոնալ հավատարմագրում ստացած պետական և ոչ պետական ՀՀ բուհերի պրոռեկտորների հետ, որին մասնակցել է նաև «Մասնագիտական կրթության որակի ապահովման ազգային կենտրոն» հիմնադրամի  (ՈԱԱԿ) տնօրեն Ռուբեն Թոփչյանը:

Ինչպես հայտնում են ԿԳՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, հանդիպման նպատակն էր նախարարին ներկայացնել բուհերում կլաստերային աուդիտ անցկացնելու համար մշակված համատեղ ծրագիրը:

Նախարարն անդրադարձել է բուհերի ինստիտուցիոնալ հավատարմագրման գործընթացին՝ ընդգծելով, որ ժամանակին դրա նպատակն է եղել բուհական համակարգը ընթեռնելի, չափելի և գնահատելի լինի: Գործընթացը նախատեսված է ավարտել 2018 թվականին, և ժամանակն է ամփոփել միջանկյալ արդյունքները, ինչպես նաև քննարկել ծրագրային հավատարմագրման հնարավորությունը: Լևոն Մկրտչյանը բուհերին առաջարկել է  արդեն իսկ սկսել մշակել ծրագրային աուդիտին հաջորդող ծրագրային հավատարմագրման ճանապարհային քարտեզը. նախ և առաջ հստակեցնել բուհի ռազմավարությունը, հավատարիմ մնալ որդեգրած առաքելությանը: Լևոն Մկրտչյանը բուհերին հորդորել է ճիշտ գնահատել սեփական ռեսուրսները՝ որպես օգնություն առաջարկելով կլաստերների գաղափարը: ԿԳ նախարարը կարևորել է նաև ՈԱԱԿ առաջարկը, ըստ որի՝ բուհերի համար ծրագրային հավատարմագրման որոշակի պարտադիր տոկոս պետք է սահմանվի յուրաքանչյուր տարվա համար: 

ՈԱԱԿ տնօրեն Ռուբեն Թոփչյանը նշել է, որ բուհերի հետ քննարկումների արդյունքում եզրակացրել են, որ մասնագիտական կրթական ծրագրերի քանակը մեծ է, և յուրաքանչյուր մասնագիտության կրթական ծրագրի առանձին հավատարմագրումը  բուհերի համար մեծ ֆինանսական բեռ կդառնա:  Հետևաբար, առաջարկ է ներկայացվել նախ բուհերում կլաստերային սկզբունքով ծրագրային աուդիտ իրականացնել, որի արդյունքում բուհերը կպատրաստվեն  ծրագրային հավատարմագրմանը:

Հանդիպման ավարտին նախարար Լևոն Մկրտչյանն առաջարկել է ՈԱԱԿ-ի և բուհերի մշակած ծրագիրը  նախարարություն ներկայացնել` ռեկտորների խորհրդում քննարկելու և   կլաստերային աուդիտի իրականացման ուղղությամբ քայլեր ձեռնարկելու համար:
