Վերջին օրերին Հայաստանում կատարվեցին տարբեր մասշտաբների մի շարք փոփոխություններ: Այս համատեքստում անկնալվում են նաև փոփխություններ առանցքային ոլորտներում՝ բանկային, հարկային, էներգետիկ և այլն: Այս փոփոխությունները նպատակ ունեն առաջին հերթին աջակցել ՓՄՁ-ներին և նոր արտադրություն կազմակերպողներին՝ տնտեսության շարժը արագացնելու և իրական հատվածի ֆինանսական կարգավիճակը փոխելու համար:

Եթե օրինակ դիտարկենք բանկային ոլորտը, կարելի է նշել, որ այն մեր տնտեսության կայացած և պաշտպանված ոլորտն է եղել, իր գրագետ մենեջերներով, սակայն հիմա այդ ոլորտի համար լավագույն ժամանակները չեն: Սա ուղղակիորեն կապված է իրական հատվածում առկա ֆինանսական խնդիրների հետ, ինչի պատճառով վարկերի վերադարձը ավելի ու ավելի ռիսկային է դառնալու:

Իհարկե միջոցառումներ իրականացվում են այս ուղղությամբ: Օրինակ ԿԲ-ն կրկին իջեցրել է վերաֆինանսավորման տոկոսադրույքը՝ հասցնելով այն 6,75% -ի: Չնայած դրան՝ Հայաստանի բանկային տոկոսները բարձր են, որի պատճառը նաև պետության կողմից իրականացվող դրամավարկային քաղաքականությունն է՝ պայմանավորված գնաճի դեմ պայքարի տրամաբանությամբ:

Հենց այս և մի շարք այլ խնդիրներ քննարկելու համար, օրերս, գործադիր մարմնում հանդիպում էր եղել բանկային ոլորտի ներկայացուցիչների հետ, որտեղ առաջարկվել էր, որպեսզի բանկային ոլորտի կողմից տարբերակներ ներկայացվեն, թե ինչ կոնկրետ միջոցառումներ պետք է իրականացվեն տնտեսության համար լրացուցիչ վարկավորում ապահովելու նպատակով: Այլ կերպ ասած բանակային համակարգը պետք է էժան և երկարատև փողեր տրամադրելու ուղիներ գտնի:

Փոքր և միջին բիզնեսի վարկավորման խթանում և գյուղացիական տնտեսություններին ստեղծված վարկային ծանր իրավիճակից դուրս գալու լուծումներ, ահա սրանք են առաջնային քայլերը, որոնք պետք է նոր կառավարությունը իրականացնի: Իր հերթին բանկային համակարգը պետք է փոքր ռիսկերի հաշվին աջակցի գործարարներին՝ այս կերպ որոշակիորեն ապահովագրելով իրեն ապագա մեծ ռիսկերից՝ նպաստելով ֆինանսապես կայացած և վարկունակ ձեռնարկությունների ստեղծմանը:
