Արփինե Հովհաննիսյանը ծնվել է 1983թ. դեկտեմբերի 4-ին Երեւանում:

2004թ. ավարտել է Երեւանի պետական համալսարանի /ԵՊՀ/ իրավաբանական ֆակուլտետը, 2006թ.` նույն ֆակուլտետի մագիստրատուրան: Իրավաբան: 2009թ. ավարտել է ԵՊՀ իրավաբանական ֆակուլտետի ասպիրանտուրան: Իրավաբանական գիտությունների թեկնածու:

2003-2006թթ. աշխատել է ՀՀ արդարադատության նախարարության աշխատակազմի դատաիրավական բարեփոխումների վարչության քրեակատարողական ծառայության բարեփոխումների բաժնի առաջին կարգի մասնագետ, 2006-2007թթ.` առաջատար մասնագետ: 2007թ. ԵՊՀ իրավաբանական ֆակուլտետի քաղաքացիական իրավունքի ամբիոնի դասախոս է: 2007-2008թթ. եղել է ՀՀ արդարադատության նախարարության աշխատակազմի իրավական ակտերի փորձաքննության վարչության պետի տեղակալ: 19.05.2008-30.09.2008թթ.` ՀՀ նախագահի աշխատակազմի ղեկավարի օգնական: 2008-2011թթ.` ԱԺ նախագահի խորհրդական:

2012թ. մայիսի 6-ին ԱԺ պատգամավոր է ընտրվել համամասնական ընտրակարգով Հայաստանի Հանրապետական կուսակցությունից:
2015թ. սեպտեմբերի 4-ին ՀՀ Նախագահի հրամանագրով նշանակվել է ՀՀ Արդարադատության Նախարար

Արաբական լրատվամիջոցների կողմից աշխարհի ամենագեղեցիկ նախարար ճանաչված Արփինե Հովհաննիսյանն ամուսնացած չէ:

Արդարադատության նախարարն ապրում է մոր եւ քրոջ հետ։

Նրա մայրը՝ Աննա Մկրտչյանը, Երևանի քաղաքապետարանի աշխատակազմի Էրեբունու և Նուբարաշենի ՔԿԱԳ տարածքային բաժնի պետն է։

Աննա Մկրտչյանն ունի երկու մասնագիտություն. ավարտել է Խ.Ա. անվան պետական մանկավարժական համալսարանի մշակույթի ֆակուլտետը, իսկ երկրորդ մասնագիտությամբ իրավաբան է։

«Ես երջանիկ եմ իմ դուստրերով, նրանց հաջողություններն իմ երջանկության գրավականն եմ համարում»,- ասում է նախարարի մայրը։

Արփինե Հովհաննիսյանը պատմել է, որ մոր հետ ավելի շատ ընկերուհիներ են։

«Եթե խորհրդի կարիք ունեմ կամ անգամ ուզում եմ բարձրաձայն մտածել, մայրիկիս հետ եմ կիսվում»,- նշում է նա։

Արփինե Հովհաննիսյանի կրտսեր քույրը՝Լիա Հովհաննիսյանը, ով ավագ քրոջից փոքր է ութ տարի, մասնագիտությամբ ևս իրավաբան է: Քույրիկի մասին խոսելիս՝ Լիան նշում է, որ  ընտանիքում Արփինեն շատ հոգատար է, բարի, շատ նուրբ հոգի ունի ու միշտ պատրաստ է օգնության ձեռք մեկնել:
