Կառավարության որոշմամբ «Հիդրո Կորպորացիա» ՓԲԸ-ն կօգտվի գերակա ոլորտում իրականացվող ներդրումային ծրագրի շրջանակում ներմուծվող տեխնոլոգիական սարքավորումները, դրանց բաղկացուցիչ ու համալրող մասերը, հումքը և նյութերը ներմուծման մաքսատուրքից ազատելու արտոնությունից: Տնտեսական զարգացման և ներդրումների նախարարի տեղակալ Էմիլ Տարասյանը նշեց, որ արտոնության առկայությունը լուրջ խթան հանդիսանա նոր ներդրումային ծրագրերի իրականացման և որպես հետևանք նոր աշխատատեղերի ստեղծման, ներդրումների ներգրավման, տեղական արտադրության և արտահանման խթանման համար:

Վարչապետ Կարեն Կարապետյանն Էմիլ Տարասյանին հիշեցրեց, որ նախարարությունը պետք է ուսումնասիրեր, թե հարկային արտոնություններ ստացած ընկերությունները որքանով են կատարում իրենց պարտավորությունները:«Ամփոփեք՝ ինչպե՞ս են կատարում իրենց պարտավորությունները, ի՞նչ հսկողական մեխանիզմներ ունեք: Կա՞ աշխատանք այդ ոլորտում»,- Արմենպրեսի հաղորդմամբ, հետաքրքրվեց վարչապետը:

Տարասյանը պատասխանեց, որ վարչապետի հանձնարարականից հետո աշխատում են ՊԵԿ-ի և Ֆինանսների նախարարության հետ, ունեն որոշման նախագծեր, որոնք գտնվում են քննարկման փուլում, և երբ դրանք կավարտվեն, կներկայացնեն:

Վարչապետը հարցրեց՝ արդյոք վերահսկողական մեխանիզմներ սահմանելու համար անհրաժեշտ է առանձին կառավարության որոշում ընդունել: Տարասյանը պատասխանեց, թե իրենք հարցի լուծման երկու տարբերակ են առաջարկել՝ մեկով, որ վերահսկողական լիազորությունները կենտրոնական մեկ գերատեսչության ձեռքում, իսկ մյուսը, որ հայտերը ներկայացվեն կառավարության միջոցով: Վարչապետը հակադարձեց՝ նշելով, որ ամեն ինչի համար կառավարության որոշումներ պետք չեն: Միջամտելով՝ Բնապահպանության նախարար Արծվիկ Մինասյանը նշեց, որ նմանատիպ արտոնությունները ամրագրված են օրենքով Ö ‡ ԵԱՏՄ-ի համաձայնագրերի շրջանակով: Այսինքն՝ այդ փոփոխությունը պետք է լինի օրենքով, ոչ թե կառավարության որոշմամբ:

Արձագանքելով՝ Կարեն Կարապետյանը նշեց. «Պարոն Մինասյան, մենք դրա մասին չենք խոսում: Մենք խոսում ենք նրա մասին, որ ընկերություններին արդեն հարկերից ազատեցինք, հսկում կատարվե՞լ է, թե՝ ոչ: Պարտավոր է այսքան աշխատատեղ ստեղծել, անում է, թե՝ չէ: Հետաձգված հարկը վճարում է, թե՝ չէ»:

Արծվիկ Մինասյանն էլ տեղեկացեց, որ հարկային արտոնություն ստանալուց հետո ընկերությունը նամակով տեղեկացնում է իր կատարած աշխատանքի մասին, որն էլ վերահսկում է Պետական եկամուտների կոմիտեն:
