Ես չեմ ուզում իմ պատասխանատվության մի մասը ՀՀԿ-ի վրա բարդել. Կարեն Կարապետյան

Այսօր հայաստանյան  հեռուստաընկերություններին  տված հարցազրույցում ՀՀ  վարչապետ Կարեն Կարապետյանը հայտարարել է, որ որևիցե պատասխանատվություն չի հանում իր վրայից իր ասածների համար կամ փորձում բարդել  իշխող Հանրապետական կուսակցության վրա:

«Ես, իհարկե,պատասխանատու եմ, և ես չեմ ուզում իմ պատասխանատվության մի մասը Հանրապետական կուսակցության վրա բարդել: Իրենք ինձ հետ համապատասխանատու են, և ես ինձանից որևիցե պատասխանատվություն չեմ հանում»,- ասել է Կարեն Կարապետյանը՝ պատասխանելով «Կենտրոն» հեռուստաընկերության մեկնաբան Պետրոս Ղազարյանի հարցին, թե  իրեն մենեջեր համարում է, թե՝ ոչ և  արդյոք իրեն համարում է այս ծրագրի քաղաքական պատասխանատու: 

«Մենեջերն էլ է պատասխանատու, ուզում եմ ասել, եթե մարդ մենեջեր է, ինքը պատասխանատվություն ունի: Այս պաշտոնին ինձ հրավիրել է Հանրապետության Նախագահը՝ Սերժ Սարգսյանը և Հայաստանի Հանրապետական կուսակցությունը»,- ասել էր Կարեն Կարապետյանը։

Իսկ հարցը տված Պետրոս Ղազարյանը ընդգծելով, որ ծրագիրը շատ լավն է, բայց մեր բոլոր վարչապետների ծրագրերն էլ վատը չեն եղել,  նշել է, որ քաղաքական պատասխանատուի համար անհրաժեշտ է  քաղաքական հենարան, քաղաքական թիմ, իրական լծակներ, ի տարբերություն մենեջերի, որն աշխատում է որքան հնարավոր է լավ անի, իսկ եթե  չի ստացվում՝ հաջողություն։

«Պատասխանատվություն յուրաքանչյուրը պետք է ունենա, հենց այդ  պատճառով էլ կառավարությունը  ֆիքսել է կոլեգիալ լիազորությունների վերաբաշխումը: Կարճ ձևակերպեմ, կառավարության որոշման կայացման մեջ մենք որոշակի ապակենտրոնացում ենք անում: Տարեկան մոտավորապես 2600 կառավարության որոշում կա, որտեղ կարող է լինել երեք աշխատատեղ ստեղծելու, արտաքին գործերի նախարարությանը մեկ հատ բջջային հեռախոս տալու վերաբերյալ և այլն: Կամայական կոլեգիալ որոշումը պահանջում է  մի քանի նախարարների, գերատեսչությունների ղեկավարների ամփոփում, վիզա»,- ասել էԿարեն Կարապետյանը։  

Այդ իսկ պատճառով, ըստ վարչապետի՝  որոշակի լիազորություններ կառավարության դաշտից տանում են  դեպի նախարարություններ, որտեղ բալանսավորել են  և  որտեղ արդեն հասկանալի է դառնում ՝ եթե չի կատարվում, ով է մեղավոր: 

Ամփոփելով՝ նա հավելեց, որ   կոլեգիալ որոշումների մեջ մեծ վտանգ կա, եթե այդ որոշումը սխալ է կամ չի կատարվում, վերջում չի ստացվում  հասկանալ՝  ով է պատասխանատու, ումից պահանջել, ինչով էլ , ըստ վարչապետի ձևակերպման՝  կոլեկտիվ անպատասխանատվության միջավայր է ստեղծվում:
