Քաղաքական սերնդափոխության հրամայականը

Խորհրդարանական ընտրություններին ընդառաջ արդեն իսկ հայաստանյան քաղաքական դաշտում  գծագրվում են առաջիկա  խմորումները։ Ասպարեզում հայտնվում են ուժեր և անհատներ, որոնք քաղաքական կյանք մտնելու հայտ են ներկայացնում։

Նման գործընթացները կանխատեսելի և տրամաբանական են՝ հաշվի առնելով նաև այն փաստը, որ 2017-ի ընտրությունները անցկացվելու են արդեն նոր Սահմանադրությանը համահունչ։ Սակայն բոլոր այս գործընթացներում նկատելի են մի շարք բացասական իրողություններ, որոնք վկայում են հայաստանյան քաղաքական դաշտի աղքատիկության և շարունակական լճացման մասին։

Բոլորվին վերջերս Ազգային ժողովի նախկին պատգամավոր Վիկտոր Դալլաքյանը հանդես եկավ  բավական էքսցենտրիկ հայտարարությամբ, նշելով որ պատրաստվում է վերադառնալ ակտիվ քաղաքական դաշտ։ Մամուլում լուրեր են շրջանառվում, որ քաղաքական դաշտում կարող է հայտնվել Պաշտպանության նախկին նախարար Սեյրան Օհանյանը։ Ընդամենը օրեր առաջ 2015 թվականին քաղաքականությունից հեռացած Գագիկ Ծառուկյանը չբացառեց իր վերադարձը։ Այս ամենից զատ նկատելի են նախկինում բավական ակտիվ քաղաքականությամբ զբաղվող, ներկայումս պասիվ  գործիչների ակտիվացում։

Սակայն այս նշված քաղաքական հայտերը,  բացի նրանից որ բացատրելի են նախընտրական շրջանում, այնուամենայնիվ վկայում են այն մասին, որ Հայաստանում քաղաքական սերնդափոխությունը այդպես էլ չի կատարվում։ Ընդ որում պետք է նշել, որ նման սերնդափոխության խնդիր կա քաղաքական գրեթե  բոլոր կուսակցություններում։

Անշուշտ,  պետք է շեշտել, որ անցած ՏԻՄ ընտրություններում նորաստեղծ կուսակցությունների մասնակցությունը ինքնին դրական երևույթ էր, սակայն միևնույն ժամանա այդ կուսակցությունները չկարողացան տպավորիչ արդյունքներ ցուցադրել, ինչը կասկածի տակ է դնում նաև նրանց՝ ապագա խորհրդարանում հայտնվելը։ Սա նշանակում է, որ նման զարգացման պարագայում մենք կրկին ունենալու ենք ձևով այլ, սակայն բովանդակությամբ հին Ազգային ժողով և պետական մարմիններ։

Այս խնդիրը առաջնային կարևորություն ունի  ընդհանրապես երկրի հետագա զարգացման համար, քանի որ քաղաքականության ճկունությունն ու արդյունավետությունը ապահովում են քաղաքական ուժերի դինամիկ փոփոխությունները և առաջին հերթին քաղաքական սերնդափոխությունը։ Վերջիվերջո մենք ականատես եղանք , որ հենց իշխող Հանրապետական կուսակցությունը պարզապես չկարողացավ իր շարքերից գտնել վարչապետի ընդունելի թեկնածուի, ինչը նաև սերենդափոխության բացակայության հետևանք էր։

Քաղաքական  սերնդափոխության համար ներկայումս հրատապ է դառնում կուսակցությունների կողմից այն իրականացնելու քաղաքական որոշումը։

Ընդ որում, պետք է շեշտել, որ այդ սերնդափոխությունը կուսակցության շարքեր քաղաքացիների ներգրավումով չէ,  որ պետք է կատարվի, այլ ուղղակիորեն կուսակցությունների իշխող վերնախավը պետք է պարզապես վայր դնի իր ներկուսակցական լծակները։ Սա չափազանց կարևոր  նախապայման է, քանի որ հայաստանյան կուսակցությունների մեծամասնությունը  գրեթե կրկնում է երկրի քաղաքական համակարգը, այսինքն կուսակցությունները նույնպես ղեկավարվում են  կոնկրետ անհատների կողմից և գոյատևում այդ անձանց շուրջ, որոնք էլ որոշում են կուսակցության դիմագիծը և բնականաբար դառնում լրջագույն խոչընդոտ կուսակցության ներսում և բնականաբարար նաև ընդհանուր քաղաքական դաշտում սերնափոխության համար։

Այս խնդիրն առավել քան հրատապ է, քանի որ քաղաքական սերնդափոխության բացակայության պայմաններում հայաստանյան քաղաքական դաշտը կշարունակի լճանալ,  իսկ քաղաքական մշակույթի ձևավորումն ու կայացումը կհետաձգվի անորոշ ժամանակով։ Սա նաև նշանակում է, որ ժամանակ է, որպեսզի տասնամյակներ շարունակ քաղաքական հիմնական դերկատարներին փոխարինելու գան նոր, առավել թարմ ու երիտասարդ գործիչներ, որոնք էլ հենց կորոշեն երկրի ներկա ու ապագա դիմագիծը։
