Լեռնային Ղարաբաղի հակամարտության կարգավորման շուրջ բանակցություններն այս պահին սառեցված են: Ազգային ժողովում ՀՀ 2017թ. պետական բյուջեի նախագծի քննարկման ժամանակ այս մասին ասաց ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը՝ պատասխանելով ՀՀԿ խմբակցության պատգամավոր Գագիկ Մինասյանի հարցին: 

«Կարգավորման շուրջ բանակցություններն այս պահին սառեցված են, որովհետև գիտեք, որ ապրիլյան քառօրյա պատերազմից հետո Վիե ննայում և Սանկտ Պետերբուրգում Հայաստանի և Ադրբեջանի նախագահների հանդիպումների ընթացքում ձեռք են բերվել պայմանավորվածություններ, որոնք դեռևս կյանքի չեն կոչվել Ադրբեջանի վարած ապակառուցողական քաղաքականության պատճառով:

Իսկ Հայաստանի Նախագահը հստակ հայտարարել էր, որ չի կարող խոսք գնալ կարգավորման շուրջ բանակցությունների մասին քանի դեռ այդ պայմանավորվածությունները կյանքի չեն կոչվել, քանի դեռ Ադրբեջանը գործնական քայլեր չի ձեռնարկում 1994թ. հրադադարի անժամկետ համաձայնագիրը պահպանելու, իր իսկ ստանձնած պարտավորություները կատարելու ուղ ղությամբ»,- նշեց Քոչարյանը:

Շավարշ Քոչարյանը հավելեց, որ քառօրյա պատերազմից հետո Հայաստանի շեշտադրումները փոխվել են: Նրա խոսքով՝ հայկական կողմը շատ լավ հասկանում է, որ Ադրբեջանը, որը չի պահպանում իր իսկ ստանձնած միջազգային պարտավորությունները` խախտելով հրադադարը, կարգավորման շուրջ բանակցությունների ընթացքում էլ ցանկացած պահի կարող է հրաժարվել իր պարտավորություններից: 

«Եթե հիմա այդ երկիրը խախտում է իր միջազգային պարտավորությունները, դա կարող է անել նաև բանակցային գործընթացի ցանկացած փուլում: Շատ է խոսվում հակամարտության կարգավորման փաթեթային լուծմա ն մասին, սակայն փաթեթային լուծման հասնելու համար հարկավոր է անցնել փուլեր:

Ուստի Ադրբեջանը ցանկացած փուլում կարող է հրաժարվել, օրինակ, նախորդ փուլերում իր ստանձնած պարտավորությունից»,- մանրամասնեց փոխնախարարը:

Փոխնախարարի խոսքով՝ կարգավորման շուրջ բանակցությունները վերսկսելու համար շատ կարևոր է Վիեննայի և Սանկտ Պետերբուրգի պայմանավորվածությունների կյանքի կոչումը և երաշխիքները, որ ապրիլյան դեպքերը չեն կրկնվի:
