«Գազային» գործակցությունը նոր փուլ է մտնում

Էներգետիկ ոլորտում հայ-իրանական գործակցությունը կբարձրանա նոր մակարդակի։ Էներգակիրների պարզ փոխանակումից Հայաստանն ու Իրանը պատրաստվում են անցնել նաեւ զուտ առեւտրային հարաբերությունների։ Խոսքը մասնավորապես գազի առք ու վաճառքի մասին է։

Թեեւ այս ոլորտում Հայաստանն ու Իրանը համագործակցում են արդեն մի քանի տարի, այնուհանդերձ դա արտահայտվում է բացառապես գազ-էլեկտրաէներգիա փոխանակումների տեսքով։ Այլ կերպ ասած, Իրանը գազ է մատակարարում Հայաստանին, «Երեւանի ՋԷԿ»-ում արտադրվում է էլեկտրաէներգիա եւ առաքվում Իրան։

Ճիշտ է, այս գործարքի արդյունքում էլեկտրաէներգիայի որոշակի քանակություն մնում է Հայաստանում, սակայն որպես այդպիսին, «Երեւանի ՋԷԿ»-ը իրավունք չունի վաճառել իրանական գազը։

Իրանի դեմ կիրառվող պատժամիջոցների վերացումից եւ տարածաշրջանում իրանական գազի նկատմամբ հետաքրքրությունների ավելացումից հետո, լավ հնարավորություններ են ստեղծվել Հայաստանի հետ ոչ միայն էլեկտրաէներգիայի, այլեւ գազի ոլորտում համագործակցության ընդլայնման համար։

Հայաստանն ու Իրանը պատրաստվում են ստորագրել պայմանագիր՝ գազի առք ու վաճառքի վերաբերյալ։ Այդ նպատակով մի քանի ամիս առաջ կառավարությունը որոշում ընդունեց ստեղծել «Էներգաիմպեքս» պետական ընկերությունը։ Թերեւս այս ընկերությանն էլ վերապահվեց Իրանից գազի գնման եւ վաճառքի իրավունքները։

Չնայած դատելով հնչող հայտարարություններից, այս փուլում խոսքը ոչ այնքան ներքին սպառման նպատակով իրանական գազի գնման, որքան տարանցման մասին է։ Ինչպես հայտնի է, դրանով հետաքրքրված է հարեւան Վրաստանը։

Դեռեւս մի քանի ամիս առաջ հայտարարվեց Հայաստանի միջոցով վրացական ընկերություններից մեկի հետ իրանական գազի վաճառքի փորձանական ծրագրի իրականացման մասին։ Դրանից հետո կողմերը պետք է անցնեին գազի ավելի լուրջ քանակների տեղափոխման։

Իրանական գազի առք ու վաճառքի վերաբերյալ սպասվող պայմանագիրը հիմք է տալիս ասելու, որ Վրաստանի հետ նախատեսված փորձնական ծրագիրը հաջողվել է։ Ենթադրվում է, որ առաջիկայում հայկական «Էներգաիմպեքս» պետական ընկերությունը կկարողանա ձեռք բերել իրանական գազը եւ վաճառել Վրաստանին։

Սա ըստ էության, կհանդիսանա առաջին կարեւոր քայլը գազի տարանցիկ երկիր դառնալու Հայաստանի մտադրությունների իրականացման ճանապարհին։ Իհարկե, այս փուլում ակնկալիքները չեն կարող մեծ լինել։ Սակայն դրանով ստեղծվում են հիմքեր՝ մեծ ծրագրերի իրականացման համար։ Հատկապես որ, Իրանը Հայաստանին դիտարկում է որպես սեփական գազը Եվրոպա հասցնելու հիմնական տարանցիկ երկրներից մեկը։
