ԱՄՆ դեսպանությունը կազմակերպել է ԶՈԶ տարածումը կանխելուն ուղղված ուսուցում

ՀՀ-ում ԱՄՆ դեսպանատունը զանգվածային ոչնչացման զենքերի (ԶՈԶ) տարածումը կանխելու հարցում ֆինանսական հաստատությունների դերակատարման վերաբերյալ իրազեկության մեծացման նպատակով նոյեմբերի 2-3-ին կազմակերպել էր երկօրյա աշխատաժողով, որին մասնակցում էին ՀՀ պետական պաշտոնյաներ, հայկական բանկերի ներկայացուցիչներ և ԱՄՆ կառավարության փորձագետներ: Այս մասին Արմենպրեսին տեղեկացրին ՀՀ-ում ԱՄՆ դեսպանությունից:

Աշխատաժողովի ընթացքում հայկական բանկերի 39 ներկայացուցիչներ հնարավորություն ունեցան ԱՄՆ պետքարտուղարության, գանձապետական և արդարադատության դեպարտամենտների, ինչպես նաև ՀԴԲ-ի ներկայացուցիչների հետ քննության առնել ընդհանուր մարտահրավերները: Մասնակիցները ծանոթացան այն մոտեցումներին, որոնք թույլ չեն տալիս պատժամիջոցների ենթարկված երկրներին, ֆինանսական համակարգում առկա սողանցքներից օգտվելով, շրջանցել պատժամիջոցները: Քննարկվեցին ինստիտուցիոնալ կարողությունների ամրապնդման, միջգերատեսչական մեխանիզմների ձևավորման և ԶՈԶ տարածմանն ուղղված ֆինանսական հոսքերը կանխելու նպատակով իրավապահ ջանքերի համակարգման հարցերը:

Մասնակիցների համար հստակ դարձավ, որ իրազեկումը մեծ կարևորություն ունի զենքերի տարածմանն ուղղված ֆինանսավորումը կանխելու հարցում: «Այս աշխատաժողովը բանիմաց ու փորձառու պաշտոնյաներին հնարավորություն տվեց կատարելագործել իրենց գիտելիքներն ու կարողություններն անօրինական ֆինանսական գործառնությունները կանխելու ու բացահայտելու ոլորտում, որտեղ ազգային մակարդակի իրավասու կառույցները մեծ դերակատարում ունեն», - ասաց ՀԴԲ իրավական կցորդի տեղակալ Ջեյսոն Ռեյը:

Աշխատաժողովը կազմակերպվել էր ԱՄՆ դեսպանության Արտահանման վերահսկողության և սահմանների անվտանգության (EXBS) ծրագրի կողմից,  որի շրջանակում տարածաշրջանային ու բազմակողմ մոտեցումների միջոցով օժանդակություն է ցուցաբերվում արտահանման վերահսկողության ազգային համակարգերը միջազգային ստանդարտների հետ ներդաշնակեցման հարցում: ԱՄՆ պետքարտուղարության կողմից իրականացվող այս ծրագիրը գործում է ավելի քան 65 երկրներում և նպատակ ունի իրավակարգավորիչ խորհրդատվության, լիցենզավորող պաշտոնյաների ուսուցումների, բացահայտող սարքավորումների ապահովման և արտադրողների ու կառավարության միջև կապի ապահովմամբ հզորացնել տվյալ երկրի արտահանման վերահսկողության համակարգը: Արտահանման վերահսկողության ավելի լավ համակարգերն օգնում են զանգվածային ոչնչացման զենքերի, դրանց փոխադրման համակարգերի, սովորական սպառազինությունների և հարակից նյութերի տարածման դեմ պայքարում:
