Շիրակի մարզի երկրորդ քաղաքի տեղական ինքնակառավարման մարմինը պաշտոնապես անցավ լիազորությունների կատարմանը: Նոյեմբերի 14-ին Արթիկի քաղաքապետարանի նիստերի դահլիճում Շիրակի մարզպետ Հովսեփ Սիմոնյանի, քաղաքապետարանի բաժինների պետերի ու ավագանու անդամների ներկայությամբ նորընտիր քաղաքապետ Մխիթար Նորիկի Վարագյանը&n bsp; խոստացավ լուծել Արթիկում ծառացած խնդիրները և գործել հօգուտ  արթիկցիների:

Թիվ 36 ընտրատարածքային ընտրական հանձանժողովը Մխիթար Վարագյանի՝ Արթիկի քաղաքապետ ընտրվելու մասին որոշումը կայացրել էր՝ ղեկավարվելով ՀՀ ԸՕ 143 հոդվածի 1-ին մասի 1-ին կետով և նույն հոդվածի  2-րդ մասով:

Շիրակի մարզպետը կատարած քառամյա  լավ աշխատանքի համար շնորհակալություն հայտնեց նախկին քաղաքապետ Արսեն Աբրահամյանին՝ հույս հայտնելով, որ մարզպետարանի հետ համատեղ սերտ աշխատաոճը կշարունակվի նաև նոր  քաղաքապետի օրոք:

Հովսեփ Սիմոնյանը նաև հույս հայտնեց, որ նորընտիր քաղաքապետը ԱԺ-ի պատգամավորության փորձը կօգտագործի հանուն քաղաքի զարգացման: «Անշուշտ, խնդիրները շատ են, բայց հույս ունենանք, որ կարևոր խնդիրները լուծում կստանան, իսկ ԱԺ-ում անցած ճանապարհը լուրջ հնարավորություն կտա այդ կարևոր խնդիրների լուծմանը»,-  Արմենպրեսի փոխանցմամբ՝ նշեց Հովսեփ Սիմոնյանը:  Արթիկի նորընտիր քաղաքապետը ԱԺ պատգամավոր է եղել  9 տարի շարունակ:

Թիվ 36 ԸԸՀ-ի կողմից ներկայացվեց նաև Արթիկի նոր ավագանիների ցանկը: Մարզպետը շնորհավորեց նաև ավագանիներին՝ կարևորելով ավագանու ինստիտուտը, նրանց բեղմնավոր աշխատանք մաղթեց:   

Մխիթար Վարագյանը լրագրողների հետ ունեցած զրույցի ժամանակ վստահեցրեց, որ  նորընտիր ավագանու հետ համատեղ աշխատանքի արդյունքում հնարավոր կլինի լուծել քաղաքին հուզող խնդիրները: «Ընտրություններն արդեն անցյալում են, և քաղաքը այլևս պետք չէ բաժանել «սևի ու սպիտակի»: Պետք է բոլորս միահամուռ բռունցք լինենք,  որ կարողանանք լուծել քաղաքի առջև դրված խնդիրները»,- նշեց նորընտիր քաղաքապետը՝ չբացառելով, որ քաղաքապետարանում կլինեն կադրային փոփոխություններ,  բայց դրա հետ մեկտեղ  արթիկցիներին սպասվում են  աշխատատեղերի հիմնու մ ու  սոցիալական ծրագրերի իրականացում:

Հոկտեմբերի 2-ին Արթիկում կայացած  ՏԻՄ ընտրություններին քաղաքապետի աթոռի համար պայքարը բավական թեժ էր ՝ երկու թեկնածուի նախկին ԲՀԿ-ական« ԱԺ պատգամավոր Մուշեղ Պետոյանի եւ ՀՀԿ-ական« ԱԺ նախկին պատգամավոր Մխիթար Վարագյանի միջեւ:ՀՀԿ-ական Մխիթար Վարագյանն ինքնառաջադրված է« իսկ անկուսակցական Մուշեղ Պետոյանին առաջադրել եւ սատարում էր Հանրապետական կուսակցությունը:
