Շինարարության ոլորտին նոր նորմատիվներ են անհրաժեշտ

 2008 թվականից սկսած շինարարության ոլորտն անկում է ապրում: Ոլորտի աշխուժացման թիվ մեկ խնդիրը ներդրումներն են: Այս մասին Արմենպրեսի մամուլի սրահում հրավիրված ասուլիսում նշեց Հայաստանի շինարարների միության գործադիր տնօրեն Գուրգեն Մինասյանը` ներկայացնելով շինարարության և ճարտարապետության ոլորտի բարեփոխումներին ուղղված առաջարկությունների փաթեթը:  

«Այսօր ոլորտի հարցերից ամենակարևորը շինարարական տնտեսության ներդրումային դաշտի բարելավումն է: Պետք է այնպիսի պայմաններ ձևավորվեն, որ ներդրողը վստահությամբ կարողանա երկարաժամկետ ներդրումներ կատարել: Այդ դեպքում դա կհանգեցնի շինարարական ծավալների ավելացմանը: Տնտեսության ցանկացած ճյուղի զարգացում սկսվում է շինարարությունից: Շինարարությունը հիմնական միջոցներ ստեղծող կարևոր ճյուղ է: Դրանով է սկսվում գյուղատնտեսության, արդյունաբերության և այլ ճյուղերի զարգացումը»,-ասաց Գուրգեն Մինասյանը: Խոսելով ներդրումների մասին՝ նա նշեց, որ խոսքը միայն արտաքին ներդրումներին չի վերաբերում: Գուրգեն Մինասյանը կարևորեց ինչպես  տեղական  ներդրումները, այնպես էլ  շինարարության ոլորտին ուղղված բյուջետային ֆինանսավորումը:

Նա նշեց, որ շինարարության ոլորտի ակտիվացմանը կնպաստի նաև անավարտ շենքերն ավարտին հասցնելու գործընթացը: Դա ոչ միայն քաղաքաշինական իմաստով է կարևոր, այլև խթան կլինի շինարարության ծավալների ավելացմանը: 

Անդրադառնալով ոլորտի բարեփոխումներին ուղղված առաջարկությունների փաթեթին` Գուրգեն Մինասյանը շեշտեց, որ կարևոր է շինարարության ոլորտի նորմատիվատեխնիկական փաստաթղթերի ստեղծումը:

«Դա լուրջ խնդիր է, այդ փաստաթղթերն այն հիմնական կանոնն են, որոնցով  պետք է աշխատեն նախագծային, շինարարական կազմակերպությունները: Այսօր ոլորտն աշխատում է 1984 թվականի նորմերով, այնինչ այդ ընթացքում շինարարական նոր տեխնոլոգիաներ են ներմուծվել, որոնց վերաբերյալ 84 թվականին պատկերացում չունեին: Այսօր կան շատ նորմեր, որոնք չեն համապատասխանում շուկայի պահանջներին»,-ասաց Գուրգեն Մինասյանն՝ ընդգծելով, որ դրանց բացակայությունը խոչընդոտում է միջազգային մրցույթներում մրցունակ դառնալուն:
