Այսօր ԱԺ-ում արտահերթ նիստով շարունակվում էին քննարկումները 2017թ. բյուջեի նախագծի շուրջ, որի ժամանակ ելույթ ունեցավ ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանը:

Պատգամավորը հայտարարեց, որ բյուջեի  ծավալները համեստ են, բայց շատ բան կարելի է փոշիացնել ապաշնորհ վարչարարության ու մսխումների պարագայում։
«Իսկ որակյալ ու հմուտ կառավարման դեպքում քիչ ռեսուրսներով էլ կարելի է լավ արդյունքների հասնել:

Վստահ ենք, որ ներկայացված բյուջեն լիովին բավարար է` հասնելու այնպիսի խնդիրների լուծման, որոնք ոչ այնքան ծախս են պահանջում, որքան կամք եւ կառավարման արդյունավետություն: Կարեւորում ենք կառավարության կողմից չափելի միջոցառումների, ծրագրերի իրականացումը` բյուջետային ծրագրավորման ներդրումը, կառավարման համակարգի օպտիմալացումը, ծախսերի սահմանափակումը, ավելորդ հիմնարկների կրճատումը, քաղաքացիներին ու տնտեսվարող սուբյեկտներին հասանելի վարկավորում ապահովելը, կեղեքիչ վարչարարության վերացումը»,- ասաց նա:

Պատգամավորն իր խոսքում ընդգծեց, որ կարեւորում է քաղաքացիների եկամուտների հետեւողական ավելացմանն ու գնողունակ խավի ընդլայնմանն ուղղված սոցիալական քաղաքականությունը, համայնքների ֆինանսաբյուջետային անկախության բարձրացմանը միտված ժամանակակից եւ արդիական տարածքային կառավարումն ու տեղական ինքնակառավարումը, արդար մրցակցային պայմանների ստեղծմամբ ձեռնարկատիրության` կապանքներից ազատումը, գործարար շրջանակների հետ համագործակցությունը եւ նրանց համար կանխատեսելի եւ ընդունելի տնտեսական միջավայրի ձեւավորումը, ներդրումների խրախուսումը եւ արտահանման խթանումը, կոռուպցիայի դեմ պայքարում հասարակության վստահությունը վայելող հակակոռուպցիոն համակարգի հաստատումը:
