Արման Թաթոյանը ՄԱԿ-ի հանձնակատարին է փոխանցել Արցախի մարդու իրավունքների պաշտպանի զեկույցները

 ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը այսօր՝ նոյեմբերի 25-ին Ժնևում հանդիպել է ՄԱԿ-ի Մարդու իրավունքների գերագույն հանձնակատար Զեիդ Ռաադ Ալ Հուսեյնին: Գերագույն հանձնակատարը շնորհակալություն է հայտնել միջազգային պահանջներին համապատասխան տարված արդյունավետ և ակտիվ աշխատանքի համար և ընդգծել, որ դա հենց այն աշխատանքն է, որ ՄԱԿ-ի գլխավոր հանձնակատարի գրասենյակը ակնկալում է Մարդու իրավունքների պաշտպանի ինստիտուտից: Այս մասին  տեղեկանում ենք Մարդու իրավունքների պաշտպանի աշխատակազմից:

 Հանդիպման ընթացքում Արման Թաթոյանը գերագույն հանձնակատարին է ներկայացրել այս տարվա ապրիլի սկզբին ադրբեջանական ռազմական ագրեսիայի ընթացքում Արցախի քաղաքացիական բնակչության նկատմամբ ադրբեջանական զինված ուժերի կատարած՝ մարդու իրավունքների հիմնարար խախտումները՝ դաժանությունների կոնկրետ օրինակներով: 

Պաշտպանը գերագույն հանձնակատարին է փոխանցել Արցախի մարդու իրավունքների պաշտպանի հրապարակած՝ այդ դեպքերը վերլուծող զեկույցները, ինչպես նաև արգելված զինատեսակների և քաղաքացիական բնակավայրերի նկատմամբ թիրախավորված հարձակումների վերաբերյալ տվյալները՝ կոնկրետ փաստերով:

Մարդու իրավունքների խորհրդի 33-րդ նիստի ընթացքում գերագույն հանձնակատարն իր բացման խոսքում նշել էր, որ Լեռնային Ղարաբաղ այցելելու հնարավորություն չունի և այդ իսկ պատճառով չի տիրապետում այնտեղ մարդու իրավունքների վիճակին:

Այս կապակցությամբ Պաշտպանը հանձնակատարին է փոխանցել ԼՂ մարդու իրավունքների պաշտպանի՝ Արցախ այցելելու հրավերը: 

Արման Թաթոյանն առանձնապես ընդգծել է Արցախի մարդու իրավունքների պաշտպանի մասնակցության կարևորությունը միջազգային մակարդակի հանդիպումներին, քանի որ դա կապ չունի որևէ քաղաքական հարցի հետ և ունի բացառապես իրավապաշտպան և կանխարգելիչ նպատակներ:

Հանդիպման ընթացքում ներկայացվել են նաև «Մարդու իրավունքների պաշտպանի մասին» ՀՀ սահմանադրական օրենքի նախագծի առանցքային կարգավորումները և կարևորվել է գերագույն հանձնակատարի գրասենյակի կարծիքը դրա վերաբերյալ: Շեշտադրվել է սահմանադրական փոփոխությունների արդյունքում Մարդու իրավունքների պաշտպանին ընձեռնված նոր լիազորությունը՝ հետևելու մասնավոր կազմակերպությունների կողմից մարդու իրավունքների և ազատությունների պահպանմանը, նպաստել այդ կազմակերպությունների կողմից խախտված իրավունքների և ազատությունների վերականգնմանը:

Հանդիպման ավարտին գերագույն հանձնակատարը առաջարկել է լինել մշտական կապի մեջ և կարևորել է Հայաստանի մարդու իրավունքների պաշտպանի դերը միջազգային կազմակերպությունների և ՀՀ իշխանությունների հետ կապի հարցերում:
