GSP+ ռեժիմի օգնությամբ Հայաստանը կարող է ԵՄ և ԵՏՄ կապող օղակ հանդիսանալ

2015 թվականի հունվարի 2-ից ՀՀ-ն դարձավ Եվրասիական տնտեսական միության լիիրավ անդամ: Սակայն այս փաստը մինչև օրս ոչ մի կերպ չի խոչընդոտում ՀՀ-ԵՄ հարաբերություններին՝ չնայած շատերն են կարծում, որ Հայաստանը պետք է վարի միակողմանի քաղաքականություն՝ արտաքին տնտեսական և քաղաքական կուրսը ուղղելով կամ ԵՄ, կամ ԵՏՄ:

Փաստերը, սակայն, ճիշտ հակառակն են ապացուցում. Հայաստանը լինելով ԵՏՄ անդամ պետություն շարունակում է լայն համագործակցություն ծավալել ԵՄ-ի հետ: ԵՄ-ն այսօր համարվում է Հայաստանի կարևոր առևտրային գործընկերը: Եվ պատահական չէ, որ ԵՏՄ անդամ երկրներից միայն Հայաստանին է տրամադրված GSP+ ռեժիմից օգտվելու հնարավորությունը: Նախապես այն կոչվում էր «GSP» և միակողմանի տրամադրվում է զարգացող և նվազ զարգացած երկրներին և ԵՄ ներմուծումներիի համար ընդհանրական առավելություններ է սահմանում: Համակարգից օգտվող երկրներից ԵՄ շուկա արտահանվող բոլոր ապրանքատեսակների շուրջ 2/3-ը ամբողջապես կամ մասնակիորեն ազատվում են մաքսատուրքերից: Նախկինում GSP ռեժիմից օգտվում էին 100-ից ավել երկրներ, իսկ 2014-ի հունվարի 1-ից ռեժիմը խստացվել է, այն տրամադրվել է ընդամենը մի քանի տասնյակ երկրների: «Արտոնությունների ընդհանրացված և համալրված համակարգը`»(GSP+)-ի տարբերություն «GSP»-ի, առավել արտոնյալ և ճկուն է: Այն ԵՄ-ի կողմից տրամադրվում է խիստ սահմանափակ թվով երկրների, որոնք բավարարում են ԵՄ սահմանած որոշակի չափանիշները: «GSP+» ռեժիմից օգտվող երկրները հնարավորություն են ստանում ավելի լայն ծածկույթով ապրանքատեսակներ արտահանել ԵՄ շուկա զրոյացված կամ նվազեցված մաքսատուրքերով:

Ներկայումս Հայաստանն ընդգրկվել է «GSP+» ռեժիմի նոր շրջափուլի մեջ, որը նշանակում է, որ նշված 6000-ից ավել հայկական ծագման ապրանքները ԵՄ ներմուծվում են «GSP+»-ի շրջանակներում տրված արտոնյալ` զրոյացված կամ նվազեցված մաքսատուրքերով: Այդ ռեժիմից օգտվելու իրավունք է տրվել ընդամենը 10 երկրի` Հայաստան, Վրաստան, Բոլիվիա, Կապե Վերդե, Կոստա Ռիկա, Էկվադոր, Մոնղոլիա, Պակիստան, Պարագվայ և Պերու:

Հայաստանի կողմից GSP-ի կիրառման մակարդակը կազմում է շուրջ 77%: «Արտոնությունների ընդհանրացված համակարգի» ներքո Հայաստանից ԵՄ տարածք հիմնականում ներմուծվում են ոչ թանկարժեք մետաղներ (82%), տեքստիլ ապրանքներ (16%) և սննդամթերք (2%)։

GSP+ համակարգը կարող է հնարավորության տալ ԵՏՄ անդամ պետություններին Հայաստանը դարձնել տարանցիկ ուղի և համագործակցություն ծավալել ԵՄ-ի հետ: Սա նշանակում է, որ Հայաստանը կարող է կապող օղակ հանդիսանալ երկու միությունների միջև, որից կշահեն երկու կողմերն էլ, իսկ Հայաստանն առավելապես:
