Շարունակվում է ՀՀԿ 16-րդ համագումարը: ՀՀԿ նախագահ Սերժ Սարգսյանը, իր ելույթում անդրադառնալով պաշտպանության ոլորտին, պաշտպանության նորանշանակ նախարարի աշխատանքներին ու նրա հետ կապված սպասելիքներին, նշեց. «Ընդհանրապես, բանակը պետք է դառնա, եւ ես վստահ եմ, որ շատ արագ դառնալու է արդարության չափանիշ մեր հասարակության մեջ։ Համենայն դեպս, մեր բոլոր քայլերը դրան են տանելու։ Ավելին, պետական բոլոր օղակները շատ ավելի ուշադիր պետք է լինեն եւ ընդգծված առաջնայնություն պետք է տան տարբեր խնդիրներ լուծելուն՝ ուղղված մեր զինվորականներից, մեր սպաներից, մեր ժամկետային զինվորների ծնողներից ստացվող դիմումներին ու հայտերին։

Խոսելով պաշտպանության նորանշանակ նախարարի մասին՝ պետք է ավելացնեմ, որ Վիգեն Սարգսյանը վատ չի սկսել իր աշխատանքը։ Մենք երկար քննարկել ենք մեր Զինված ուժերին վերաբերող շատ հարցեր եւ պայմանավորվել, որ կարճ ժամանակահատվածում բացի բանակի մարտունակության հետ կապված ընթացիկ խնդիրներից, որոնք պետք է անընդհատ ուշադրության կենտրոնում լինեն, պետք է ընդգծված առաջընթաց կարողանանք արձանագրել գնումների ոլորտում, ռազմական կրթության եւ ռազմաբժշկական հաստատությունների աշխատանքում։ Այսօր Հայաստանի զինված ուժերի ռազմատեխնիկական, տեխնոլոգիական եւ կադրային արդիականացման միջոցով մենք ձեւավորում ենք ժամանակակից բանակ: Վերջին շրջանում արդեն իսկ լրջորեն փոխվել է մեր բանակի դիմագիծը եւ զինանոցը: Վստահ եղեք, որ մեր բանակի արդիականացման համար մենք ոչ մի միջոց չենք խնայելու: Բանակը միաժամանակ կարող է դառնալ տնտեսության շարժիչ ուժը, տեխնոլոգիական առաջընթացի լոկոմոտիվը: Բանակը երկրի խոշորագույն սպառողներից մեկն է, ուստի այն չի կարող իր ազդեցությունը չունենալ երկրի տնտեսական առաջընթացի վրա: Մեր զինված ուժերի կարիքները բավարարելուն ուղղված միջոցները, որքան հնարավոր է, պետք է ծախսվեն Հայաստանում. սննդից մինչեւ շինանյութ, սպառազինությունից մինչեւ ծրագրային ապահովում, այլ ապրանքներ ու ծառայություններ, որոնց կարիքը բանակն ունի: Մենք պետք է հնարավորինս առավելությունը տանք հայկականին՝ ակնկալելով, որ այդ կերպ երկրում ավելացված արժեք կստեղծվի: Խոսքս վերաբերում է հատկապես բարձր տեխնոլոգիաների ոլորտին, որտեղ եղած նորարարությունների հիմնական պատվիրատուներից մեկը հենց բանակն է: Հայ մասնագետներն ունակ են ստեղծելու ժամանակակից պահանջները բավարարող լուծումներ: Բանակը պետք է օգուտներ քաղի այդ լուծումներից»,- ասաց Սերժ Սարգսյանը:
