Աղետի գոտու բնակարանային ապահովման պետական ծրագրով 553 ընտանիք սպասում է իր բնակարանին: Այս մասին Արմենպրեսի մամուլի սրահում հրավիրված ասուլիսում նշեց ՀՀ ԿԱ Քաղաքաշինության պետական կոմիտեի աշխատակազմի բնակարանային քաղաքականության և կոմունալ ենթակառուցվածքների վարչության պետ Տանյա Արզումանյանը:

Բնակարանային ապահովման ծրագիրը մեկնարկել է 2008 թվականին: Աղետի գոտում իրականացվել է հաշվառում, և սահմանված վերջնաժամկետում հաշվառման վերցվել մոտ 7 հազար ընտանիքի: Նրանք Շիրակի, Լոռու, Արագածոտնի մարզերի մոտ 110 բնակավայրերի բնակիչներ էին: Նշված 7 հազար ընտանիքից ծրագրի  չափանիշներին համապատասխանում էր 5 հազար 381-ը: 2009-2014 թվականներին լուծվել  է մոտ 4 200 ընտանիքի բնակարանային խնդիր: Տանյա Արզումանյանի խոսքով, 2015-ին բնակարանային պայմանները բարելավել է 43, 2016-ին` 287 ընտանիքի: Արդյունքում` իր բնակարանին է դեռ սպասում 553 ընտանիք:

«Այս հարցն արդեն նախատեսված է 2017 թվականի բյուջեով: Քաղաքային հատվածում ծրագրի ավարտը նախատեսված է 2017 թվականին: Գյումրի քաղաքի մասով ամբողջությամբ կավարտվի հաջորդ տարի: Ծրագրի ամբողջական ավարտը, գյուղական շրջանների մասով ևս, նախատեսված է 2018 թվականի ընթացքում»,-ասաց Տանյա Արզումանյանը:

Անդրադառնալով այն հարցին, որ շատերը բնակարանների գնման վկայագրով սահմանված գումարի քիչ լինելու պատճառով չեն կարողանում բնակարաններ ձեռք բերել` Տանյա Արզումանյանը նշեց, որ նման դժգոհություն լսել են, սակայն ծրագրի իրականացման արդյունքներն այլ բանի մասին են վկայում: Կադաստրը հրապարակում է միջինացված արժեք: Հաշվարկը կատարվում է դրան համապատասխան: 2016 թվականին 137 ընտանիք ստացել բնակարանների գնման վկայագիր, ծրագիրը հարյուր տոկոսով այս տարի իրականացվել է:

Կառավարությունը ստացված բնակարանների նվիրատվության պայմանագրերի կնքման համար վերջնաժամկետ էր սահմանել` 2016 թվականի դեկտեմբերի 1-ը: Տանյա Արզումանյանը տեղեկացրեց, որ բնակարան ստացածների 83 տոկոսը կնքել է նվիրատվության պայմանագրեր: Բնակարանների նվիրատվության պայմանագրերի կնքման գործընթացի հետ կապված ծախսերը պետական միջոցների հաշվին են: Այն ընտանիքները, որոնք չենք կնքել պայմանագրեր, նրանց հետ կապված կառավարությունն առանձին որոշում կընդունի: Տանյա Արզումանյանը նկատեց, որ պայմանագրեր չկնքելը քաղաքացիներին հնարավորություն է տալիս որոշ հարցեր շրջանցել: Քանի դեռ չեն գրանցել իրենց անունով, չունեն սեփականության իրավունքով գրանցված գույք, այդ դեպքում կարող են սոցիալական ծրագրերից  օգտվել, պետությունից ստանալ նպաստ:

Ի՞նչ քայլեր են նախատեսվում իրականացնել տնակային պայմաններում ապրող այն ընտանիքների հետ կապված, որոնք ինչ-ինչ պատճառներով ծրագրում ընդգրկված չեն: Հարցին ի պատասխան, Տանյա Արզումանյանը նշեց, որ պետական ծրագիրն աղետի հետևանքով անօթևան մնացածներին է վերաբերում:

«Նրանց զուգահեռ բնակավայրերում կան ոչ աղետի հետևանքով անօթևան մնացած ընտանիքներ: Տնակներում հայտնվելու պատճառները տարբեր են` ներքին միգրացիա, նախկինում ստացված տան կորուստ և այլն: Գյումրիում, Վանաձորում, Սպիտակում, ընդհանուր առմամբ, մոտավոր 5 հազար ընտանիքի մասին է խոսքը: Այդ ընտանիքների մասով հստակ թվեր դեռ չկան: Քանի որ թվերը անորոշ են, կոմիտեի կողմից քայլեր կիրականացվեն իրավական հիմքեր ստեղծելու առումով, որպեսզի փաստագրվեն ժամանակավոր կացարանները»,-ասաց Տանյա Արզումանյանը:
