ԱԺ-ն երկրորդ ընթերցմամբ ընդունեց «1000 դրամի» նախագիծը

Ազգային ժողովը երկրորդ ընթերցմամբ ընդունեց «Հայաստանի Հանրապետության պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» («1000 դրամի» պայմանական անվանումն ստացած) և կից ներկայացված օրենքների նախագծերի փաթեթը: Օրենսդրական նախաձեռնությունը երկրորդ ընթերցմամբ ընդունելու հարցին կողմ քվեարկեց 98, դեմ՝ 2, ձեռնպահ՝ 1 պատգամավոր: Քվեարկությունից հետո ՀԱԿ խմբակցության քարտուղար Արամ Մանուկյանը հայտարարեց, որ իրենք` Արամ Մանուկյանը, Լևոն Զուրաբյանը, Ստեփան Դեմիրճյանը, դեմ են քվեարկել, սակայն էլեկտրոնային քվեարկության համակարգը կողմ է արձանագրել: Մանուկյանը քարտուղարությանը խնդրեց իրենց կողմ քվեարկությունը փոխել և դեմ դարձնել:

Մինչ օրենսդրական նախաձեռնությունը երկրորդ ընթերցմամբ քվեարկության դնելը Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը առաջին ընթերցմամբ ընդունելու համար քվեարկության դրեց մի շարք օրենքների նախագծեր, որոնք օրենսդրական փաթեթին ավելացել էին երկրորդ ընթերցման փուլում: Ավելացված նախագծերն առաջին ընթերցմամբ ընդունելու հարցին կողմ քվեարկեց 95, դեմ՝ 7, ձեռնպահ՝ 1 պատգամավոր:

«Հայաստանի Հանրապետության պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» և կից ներկայացված օրենքների նախագծերի փաթեթով նախատեսվում է ստեղծել մարտական գործողությունների ժամանակ զոհված կամ հաշմանդամ դարձած զինծառայողների ընտանիքների աջակցության հիմնադրամ, որին յուրաքանչյուր աշխատող քաղաքացի իր աշխատավարձից ամեն ամիս 1000 դրամ կփոխանցի: 1000 դրամ պարտադիր վճարից ազատված են այն անձինք, ովքեր բանակում ծառայող զինվոր ունեն, զոհված կամ հաշմանդամ զինծառայողների ծնողներ են,- իսկ ն վազագույն աշխատավարձ ստացող քաղաքացիների փոխարեն կվճարեն գործատուները:
