Արցախի ԱԺ-ում քննարկվել են 2017թ. բյուջեի նախագիծն ու դրան ուղեկցող օրինագծերը

 Արցախի Հանրապետության Ազգային ժողովի հերթական լիագումար նիստը տեղի է ունեցել դեկտեմբերի 15-ին: Այն վարում էր խորհրդարանի փոխնախագահ  Վահրամ Բալայանը: Ինչպես  տեղեկանում ենք ԼՂՀ Ազգային ժողովի մամուլի ծառայությունից, նիստին ներկա էին կառավարության անդամները` վարչապետ Արայիկ Հարությունյանի գլխավորությամբ:

Շնորահակություն հայտնելով պատգամավորներին «ԼՂՀ 2017թ. պետական բյուջեի մասին» օրենքի նախագծի ակտիվ քննարկումների ու ստացված շուրջ յոթ տասնյակ հարց-առաջարկությունների համար՝ Արայիկ Հարությունյանը ներկայացրել է գալիք տարվա գլխավոր ֆինանսական փաստաթղթի հիմնական ուղղություններն ու ակնկալվող ցուցանիշները: Վարչապետն ընդգծել է, որ 2017թ. համար ՀՆԱ-ի ծավալը կանխատեսվում է հասցնել 255 մլրդ դրամի՝ ապահովելով 8% աճ: Կառավարության ղեկավարը նշել է, որ հաջորդ տարվա բյուջեն ևս կունենա սոցիալական ուղղվածություն:

Պետական բյուջեի մասին օրենքի նախագծին ֆինանսաբյուջետային և տնտեսական կառավարման հարցերի ու պաշտպանության, անվտանգության և օրինապահպանության հարցերի մշտական հանձնաժողովները տվել են դրական եզրակացություններ:

Ժամը 12:00-ին ավարտվել է բյուջեի նախագծի քննարկումը: Համաձայն ԱԺ կանոնակարգի,  պատգամավորները և խմբակցությունները նախագծի վերաբերյալ 24 ժամվա ընթացքում կարող են նոր առաջարկություններ ներկայացնել:

Ազգային ժողովի նիստը շարունակվել է 2017թ. պետական բյուջեի նախագծին ուղեկցող «Պետական պաշտոններ զբաղեցնող անձանց վարձատրության մասին» ԼՂՀ օրենքում փոփոխություններ կատարելու մասին», «Հարկերի մասին» ԼՂՀ օրենքում լրացում կատարելու մասին», «Եկամտային հարկի մասին» ԼՂՀ օրենքում լրացումներ և փոփոխություններ կատարելու մասին», «Հաստատագրված վճարների մասին» ԼՂՀ օրենքում լրացումներ և փոփոխություններ կատարելու մասին» և «Արտոնագրային վճարների մասին» ԼՂՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքների փաթեթի նախագծի քննարկմամբ:

Ֆինանսաբյուջետային և տնտեսական կառավարման հարցերի մշտական հանձնաժողովը նշված օրենքների նախագծերի փաթեթի վերաբերյալ ևս տվել է դրական եզրակացություն: Այն քվեարկության կդրվի խորհրդարանի հաջորդ լիագումար նիստում:

Առաջին ընթերցմամբ Ազգային ժողովն ընդունել է «Հարկային և այլ պարտադիր վճարների գծով արտոնություններ սահմանելու մասին», «Լիցենզավորման մասին» ԼՂՀ օրենքում լրացում կատարելու մասին» և «Դատական ակտերի հարկադիր կատարման մասին» ԼՂՀ օրենքում լրացումներ կատարելու մասին» օրենքների փաթեթը:

Խորհրդարանը միաձայն հաստատել է նաև Վերահսկիչ պալատի 2017 թվականի գործունեության  տարեկան ծրագիրը:

Լիագումար նիստի ավարտին պատգամավորական հայտարարությամբ հանդես են եկել Հայկ Խանումյանը և Էդուարդ Աղաբեկյանը:
