Սանկտ Պետերբուրգում տեղի ունեցավ Եվրասիական տնտեսական բարձրագույն խորհրդի նիստի և ՀԱՊԿ Հավաքական անվտանգության խորհրդի նստաշրջանը:

Եվրասիական տնտեսական բարձրագույն խորհրդի նիստի ընթացքում ՌԴ նախագահ Վլադիմիր Պուտինը հայտնեց, որ միության կայունացման հարցում բոլոր անդամ-պետությունները լուրջ հաջողությունների են հասել: Միասնական մեծ շուկա է ստեղծվել, որը հիմնականում Առևտրի համաշխարհային կազմակերպության ունիվերսալ նորմերի համաձայն է գործում և շոշափելի մեծացել են փոխադարձ առևտրի ծավալները: Աստիճանաբար չեղարկվում են ապրանքների, ծառայությունների, աշխատուժի և կապիտալի ազատ տեղաշարժին խանգարող արգելքները:

Եվրասիական տնտեսական բարձրագույն խորհրդի նիստի ընթացքում Ռուսաստանի, Ղազախստանի, Ղրղզստանի և Հայաստանի նախագահները ստորագրեցին ԵվրԱզԷՍ-ի նոր մաքսային օրենսգիրքը:

Նախ հայտարարվեց, որ Ղրղզստանը չի ստորագրի ԵվրԱզԷՍ-ի Մաքսային օրենսգիրքը: Ավելի վաղ Ղրղզստանի նախագահ Ալմազբեկ Աթամբաևը հայտարարել էր, որ միության անդամների միջև համագործակցությունում «ժամանակ առ ժամանակ գերակայում են» բացասական պահերը, ինչը վատ ազդեցություն է թողնում երկրի ինտեգրացիայի վրա: Բայց ժամեր անց Եվրասիական տնտեսական հանձնաժողովի կոլեգիայի նախագահ Տիգրան Սարգսյանը հայտարարեց, որ Ղրղզստանի նախագահը նույնպես ստորագրել է ԵվրԱզԷՍ-ի մաքսայի օրենսգիրքը:

Հանդիպումներին ներկա չէր գտնվում Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոն: ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը հայտարարեց, որ ԵվրԱզԷս-ի ու ՀԱՊԿ-ի գագաթնաժողովներին Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի բացակայությունը չի խանգարի, որպեսզի քննարկվեն ինտեգրացիայի հետ կապված հարցեր: Բայց ավելի ուշ, ՀԱՊԿ գլխավոր քարտուղար Նիկոլայ Բորդյուժանն հայտարարեց, որ Բելառուսի նախագահ Լուկաշենկոյի բացակայության պատճառով ՀԱՊԿ գլխավոր քարտուղար պաշտոնի համար քննարկում տեղի չի ունենա:

Սա իրականում Բելառուսի կողմից ձեռնարկված հստակ քաղաքական քայլ էր: Շատ դեպքերում բելառուսական կողմը իր բացակայությամբ ուզում է, ոչ միայն ցույց տալ իր կարևորությունը, այլ նաև որոշակի հարցերում զիջումներ կորզել ռուսական կողմից: Սա հիմնականում կապված է ՌԴ-ից Բելառուս ներկրվող գազի և նավթի գնի հետ, քանի որ կողմերին շատ երկար ժամանակ է ինչ չի հաջողվում համաձայնության հասնել այս հարցում և պատահական չէ, որ հանդիպումներից անմիջապես հետո ՌԴ փոխվարչապետ Արկադի Դվորկովիչը հայտարարեց, որ հիմա քննարկումներ են ընթանում ՌԴ-ի և Բելառուսի միջև գազի համաձայնագրի վերաբերյալ ՝ հավելելով, որ ՌԴ-ն «ստիպելու է» բելառուսական կողմին կատարել համաձայնության կետերը:
