ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը կարևորում է այն հանգամանքը, որ Ֆրանսիայի բոլոր քաղաքական ուժերը միաձայն են և այլ կարծիք չունեն Հայոց ցեղասպանության ճանաչման և դատապարտման հարցում:

Հունվարի 31-ին լրագրողների հետ հանդիպմանը ՀՀ ԱԳ նախարարն անդրադարձավ հարցին, թե Հայոց ցեղասպանության ժխտումը քրեականացնելու գործընթացի վրա ի՞նչ ազդեցություն կարող է ունենալ Ֆրանսիայի սահմանադրական դատարանի խորհրդի որոշումը, թե Հավասարության և քաղաքացիության մասին օրենքի այն հոդվածը, որը պատիժ էր սահմանում մարդկության դեմ գործված բոլոր հանցագործությունների, այդ թվում՝ ցեղասպանությունների ժխտման համար, հակասահմանադրական է:

«Կարևորն այն է, որ Ֆրանսիայի բոլոր քաղաքական ուժերն անխտիր միաձայն են և այլ կարծիք չունեն Հայոց ցեղասպանության ճանաչման և դատապարտման վերաբերյալ: Գիտեք, որ Ֆրանսիան այն երկիրն է, որը համապատասխան օրենքի ուժով ճանաչել է Հայոց ցեղասպանությունը»,- նշեց նախարարը:

Հայոց ցեղասպանության ժխտումը քրեականացնող օրենքի նախագիծն ընդունվել էր Ֆրանսիայի Ազգային ժողովում (2016թ. հուլիսի 1-ին) և Սենատում (2016թ. հոկտեմբերի 14-ին)՝ պատգամավորների ձայների զգալի մեծամասնությամբ: Օրենսդիրների մոտ միասնական է մոտեցումը, որը Ֆրանսիայում պետք է պատժվեն մարդկության դեմ գործված բոլոր հանցանքները, այդ թվում՝ ցեղասպանությունները, պատերազմական հանցագործությունները, ստրկացումը և այլ ոճիրներ ժխտողները: Եվ չայած հանգամանքին, որ Ֆրանսիայի սահմանադրական խորհուրդը հունվարի 26-ին քննության է առել և սահմանադրությանը հակասո ղ է հայտարարել Հավասարության և քաղաքացիության մասին օրենքի այն հոդվածը, որը պատիժ էր սահմանում մարդկության դեմ գործված բոլոր հանցագործությունների, այդ թվում՝ ցեղասպանությունների ժխտման համար, փորձագետները կարծում են, որ որոշումը չի կարող ազդել Հայոց ցեղասպանության ժխտման պատժելիության վրա, քանի որ Սահմանադրությանը չհամապատասխանող հոդվածը ուղղակիորեն Հայոց ցեղասպանությանը չի վերաբերում: Ֆրանսիայի հայկական համայնքն էլ հայտարարում է, որ որոշումը հետ չի պահի հայկական համայնքին՝ Ցեղասպանության ժխտման քրեականացման պայքարից:
