ԱԺ էթիկայի հանձնաժողովի դիմումները նվազել են

Նստաշրջանից նստաշրջան Ազգային ժողովի էթիկայի հանձնաժողովի դիմումները նվազել են: Արմենպրեսի հաղորդմամբ՝ լրագրողների հետ զրույցում, ներկայացնելով հանձնաժողովի գործունեության դիտարկման արդյունքները, ասաց «ԱԺ մոնիտորինգ» ծրագրի ղեկավար Լուսինե Վասիլյանը:

«Տասը նստաշրջանների ընթացքում անցկացվել է 51 նիստ: Դիմումների քանակը ակնհայտորեն նվազել է 2-րդ եւ 3-րդ նստաշրջանների ընթացքում: Սա գնահատում ենք որպես հանձնաժողովի հանդեպ սպասելիքների չարդարացման, ինչպես նաեւ անվստահության, հիասթափության դրսեւորում: Հիմնականում դիմել են քաղհասարակության ներկայացուցիչները, երկու դիմումներ եղել են լրագրողների կողմից, գրանցվել են նաեւ պատգամավորների դիմումներ: Կարելի է ասել, որ հանձնաժողովին դրդել են աշխատել հիմնականում ՀԿ-ները»,- նշեց  ծրագրի ղեկավարը:

Նա ներկայացրեց, որ հանձնաժողովը 4 տարվա ընթացքում 7 անգամ էթիկայի խախտում է գրանցել, որոնք առնչվել են ԱԺ պատգամավորներ Առաքել Մովսիսյանի, Մհեր Սեդրակյանի, ինչպես նաեւ Սամվել Ալեքսանյանի գործունեությանը: Նրա կարծիքով՝ հանձնաժողովն այդքան էլ չի ծառայում իր իրական հակակոռուպցիոն գործունեությանը. այն վերածվել է մի կառույցի, որը պարզապես պատգամավորների վարքագիծն է գնահատում:

«ԱԺ մոնիտորինգ» ծրագրի փորձագետ Գոռ Աբրահամյանը մեծ ակնկալիքներ չունի` կապված ԱԺ էթիկայի հանձնաժողովի հետագա գործունեության հետ: «Հիմնական խնդիրներից մեկն այն է, որ հանձնաժողովն այդքան էլ չի կատարում հակակոռուպցիոն իր հիմնական գործառույթը: Ակնհայտորեն, նկատվում է վստահության անկում` պատգամավորների կողմից»,- ասաց փորձագետը:

Նա անհրաժեշտ է համարում հանձնաժողովի եզրակացությունների հրապարակումը ԱԺ ամբիոնից, մինչդեռ ԱԺ նոր կանոնակարգում եզրակացությունների հրապարակումը սահմանափակվում է կայքում տեղադրելով:

«Կցանկանայի որպես խնդիր նաեւ նշել նախադեպային որոշումները, երբ երկու նույնանման դեպքերի պարագայում լրիվ տարբեր որոշումներ են կայացվել: Հաջորդ խնդիրն այն է, որ հանձնաժողովի եզրակացությունները որեւէ հետեւանք չեն ունենում, պատգամավորների նկատմամբ խախտման որոշում կայացնելուց հետո այն որեւէ ներգործություն չի ունենում: Քանի անգամ էլ նման որոշում լինի, նույն վարքագիծն է շարունակում դրսեւորվել»,-եզրափակեց Գոռ Աբրահամյանը:
