Ռուսաստանը ջանքեր է գործադրում սիրիական հակամարտության քաղաքական կարգավորման գործընթացում իր դիրքերն ամրապնդելու և այն իր ձեռքում պահելու համար: Փետրվարի 3-ին լրագրողների հետ հանդիպմանը նման կարծիք հայտնեց «Հայացք» կիրառական քաղաքականության և հետազոտությունների վերլուծական կենտրոնի փորձագետ Արփինե Հովսեփյանը` անդրադառնալով Աստաայում սիրիական հակամարտության կարգավորմանն ուղղված բանակցություններին: «Սիրիայում իր ռազմական ներկայությունն ապահովելուց հետո Ռուսաստանը հիմա էլ փորձում է  ամրապնդել իր դիրքերը հակամարտության քաղաքական կարգավորման գործընթացում, և Աստանայի բանակցություններն այդ հարցում օգնել են Ռուսաստանին»,- նշեց փորձագետը:

Արփինե Հովսեփյանը ուշադրություն հրավիրեց այն հանգամանքի վրա, որ Աստանայի քննարկումների ընթացքում ՌԴ-ն ներկայացրել է Սիրիայի Սահմանադրության նախագծի սեփական տարբերակը, որով Սիրիան պետք է դառնա դաշնային հանրապետություն, իսկ այդ երկրի տարածքում ապրող քրդերը պետք է ինքնավարություն ստանան, երկրում պետք է ավելի մեծանա խորհրդարանի դերը, ազգային փոքրամասնությունները պետք է ավելի շատ արտոնություններ ունենան: «Իհարկե, սիրիական ընդդիմությունը կտրականապես դեմ է արտահայտվել սրան` պնդելով, որ դրսից պարտադրված որևէ Սահմանադրություն չի կար ող ընդունվել, իսկ իշխանություններն այս հարցում դեռևս զուսպ դիրքորոշում են որդեգրել: Բայց այն հանգամանքը, որ Ռուսաստանը քննարկման է ներկայացրել Սիրիայի Սահմանադրության սեփական տարբերակը, արդեն խոսում է այն մասին, որ Ռուսաստանը հակամարտության կարգավորման հարցում իր դիրքերն ամրապնդելու ակտիվ քայլերի է գնում»,- մանրամասնեց Հովսեփյանը:

Փորձագետը նաև ներկայացրեց Աստանայում սիրիական հակամարտության կարգավորման բանակցությունների նախաձեռնած միջնորդ երկրների սխալները: Նա ձախողում համարեց այն, որ միջնորդ երկրները այդպես էլ չկարողացան այդ բանակցություններին միջազգային բնույթ հաղորդել: ԱՄՆ-ն ու ԵՄ-ն այդպես էլ լուրջ ներգրավվածություն չեն ունեցել այդ բանակցություններում` բավարարվելով միայն դիտորդի կարգավիճակով: Փորձագետը սա բացատրում է նրանով, որ ԱՄՆ-ն ու ԵՄ-ն չեն ցանկացել ակտիվ մասնակցություն ունենալ գործընթացին, որպեսզի չուժեղացնեն նախաձեռնող երկրներից Ռուսաստանի դ իրքերը սիրիական հակամարտության կարգավորման հարցում:

Արփինե Հովսեփյանը հավելեց, որ միջնորդ երկրները` ՌԴ-ն, Թուրքիան և Իրանը, որքան էլ բանակցությունների մեկնարկից առաջ խոսում էին Սիրիայում հակամարտող կողմերի միջև ուղիղ բանակցությունների մասին, դա հնարավոր չի եղել կյանքի կոչել, քանի որ սիրիական ընդդիմությունն ու իշխանությունը ուղիղ բանակցությունների մեջ որևէ հարցով չեն մտել, իսկ քննարկումների ընթացքում հակամարտության կարգավորման ուղղությամբ գործնական առաջարկներ չեն եղել, խոսք է գնացել միայն հաստատված հրադադարը պահպանելու անհրաժեշտության մասին:

Փորձագետի համար ակնհայտ է, որ Ռուսաստանը փորձելու է ապահովել Աստանայի բանակցությունների շարունակականությունը` իր դիրքերն ավելի ամրապնդելու համար:
