ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը մեկնաբանել է Ադրբեջանի նախագահ Իլհամ Ալիևի այն հայտարարությունը, որում վերջինս պնդում է, թե ապրիլյան ռազմական գործողություններն ու շփման գծի երկայնքով լարվածության պահպանումըն Ադրբեջանի ներքին գործն է:

- Պարո՛ն Քոչարյան, ինչպե՞ս կմեկնաբանեք Ադրբեջանի նախագահի հայտարարությունն առ այն, որ ապրիլյան ռազմական գործողությունները և շփման գծի երկայնքով լարվածության պահպանումը Ադրբեջանի ներքին գործն է:

- Նախ, Ադրբեջանը ստորագրել է 1994թ. ռազմական գործողությունների դադարեցման և 1995թ. զինադադարի ռեժիմի ամրապնդման անժամկետ համաձայնագրերը Լեռնային Ղարաբաղի և Հայաստանի հետ: Միջազգային հանրությունը և միջնորդական առաքելության մանդատ ունեցող Մինսկի խմբի համանախագահող երկրները բազմիցս հանդես են եկել կոչերով անշեղորեն առաջնորդվել վերոնշյալ համաձայնագրերով, պահպանել կրակի դադարեցման ռեժիմը և Լեռնային Ղարաբաղի խնդիրը կարգավորել բացառապես խաղաղ բանակցությունների միջոցով:

Ակնհայտ է, որ 2016թ. ապրիլին Ադրբեջանի կողմից Լեռնային Ղարաբաղի դեմ ռազմական գործողությունների վերսկսումը հանդիսանում է վերոնշյալ համաձայնագրերով Ադրբեջանի կողմից ստանձնած միջազգային պարտավորությունների կոպիտ ոտնահարում, Մինսկի խմբի համանախագահող երկրների կոչերի բացահայտ արհամարհում և ագրեսիա ինքնորոշված Լեռնային Ղարաբաղի Հանրապետության դեմ:  

Վերջին հայտարարությունով Ադրբեջանի ղեկավարությունը ոտնահարում է միջազգային հանրության խաղաղասիրական ջանքերը և ձեռնոց նետում ԵԱՀԿ Մինսկի խմբի համանախագահող երկրներին:

Կամ Ադրբեջանը, ղարաբաղյան հիմնախնդրի կարգավորումը համարելով իր ներքին գործը, ձեւացնում է, որ մասնակցում է Մինսկի խմբի համանախագահության շրջանակներում ընթացող բանակցություններին, կամ մասնակցում է բանակցություններին՝ ձեւացնելով, որ դա իր ներքին գործն է: Երկու դեպքն էլ ուղղված են միջազգային հանրության միջնորդական ջանքերի տապալմանը:

Եթե Ադրբեջանի ղեկավարությունը հանդես է գալիս նմանատիպ հայտարարություններով, չգիտակցելով այդ ամենը, դա չի ազատում նրան ապրիլյան ագրեսիայի ընթացքում իր կողմից իրականացված ռազմական հանցագործությունների  համար պատասխանատվությունից:
