Amnesty International-ն Ադրբեջանի իշխանություններից պահանջել է անհապաղ ազատ արձակել Լապշինին

Միջազգային իրավապաշտպան Amnesty International կազմակերպությունը խստորեն դատապարտել է բլոգեր Ալեքսանդր Լապշինի արտահանձնումը Բելառուսից Ադրբեջան: Ինչպես հաղորդում է «Արմենպրես»-ը, կազմակերպության կայքում տեղադրված հայտարարության մեջ նշվում է, որ Ադրբեջանում բլոգերը բռնությունների և անարդար դատավարության սպառնալիքի տակ է: Այն կոչ է անում դադարեցնել Լապշինի դեմ քրեական վարույթը և անհապաղ ազատ արձակել բլոգերին:

«Amnesty International-ը կարծում է, որ Ալեքսնադր Լապշինի արտահանձնումն ու նրա դեմ քրեական գործի հարուցումը կապված է նրա բլոգի հետ, որտեղ քննադատել էր Ադրբեջանի սահմանապահ ծառայություններին և երկրում սոցիալական անհավասարությունը: «Հրապարակային կերպով պետության դեմ հայտարարություններ անելու» հիմնավորմամբ քրեական գործի հարուցումը չունի որևէ իրավական հիմք, քանի որ իր բլոգում Ադրբեջանի իշխանությունների նկատմամբ քննադատություն հնչեցնելն ամբողջությամբ տեղավորվում է խոսքի ազատության իրավունքի շրջանակում»,- նշվում է կազմակերպության հայտարարության մեջ:

Անդրադառնալով սահմանն անօրինական հատելու մեղադրանքին` Amnesty International-ն ընդգծում է, որ անօրինական մուտքը երկիր չպետք է դիտարկվի որպես քրեորեն պատժելի հանցանք: «Amnesty International-ը կարծում է, որ նրա ձերբակալումը կամայական քայլ է և կոչ է անում դադարեցնել Լապշինի դեմ քրեական վարույթը: Նա պետք է անհապաղ ազատ արձակվի: Մտահոգություններ են բարձրաձայնվել Բելառուսում Լապշինի ազատազրկման պայմանների առնչությամբ: Նա նաև Ադրբեջանում խոշտանգումների և այլ բռնությունների վտանգի տակ է: Լապշինի` Բաքու ժամանելուց երկու օր անց արդեն նրան մերժել են հանդիպել կնոջ հետ»,- նշում է կազմակերպությունը` ընդգծելով, որ նախկինում ևս արձանագրվել են շատ դեպքեր, երբ անհատները, ովքեր քննադատել են Ադրբեջանի իշխանություններին, ձերբակալվել են և անարդար դատական գործընթացի հետևանքով դատապարտվել ազատազրկման:

«Ալեքսանդր Լապշինին արտահանձնելով Ադրբեջան, որտեղ նա խոշտանգումների և տարատեսակ բռնությունների  վտանգի տակ է, Բելառուսի իշխանությունները ձախողեցին կատարել իրենք պարտավորությունները, որոնք ստանձնել են միջազգային իրավունքի ներքո»,- հայտնում է Amnesty International-ը:

Բելառուսի Գերագույն դատարանը փետրվարի 7-ին մերժել է Ռուսաստանի և Իսրայելի քաղաքացի, բլոգեր Ալեքսանդր Լապշինի բողոքը՝ կապված Բելառուսի Գլխավոր դատախազության որոշման հետ, որով Լապշինը պետք է արտահանձնվի Ադրբեջան:

Լապշինը նույն օրը հատուկ չվերթով տեղափոխվել է Մինսկից Բաքու ` պետական անվտանգության ծառայության աշխատակիցների ուղեկցությամբ:

Ադրբեջանում ՌԴ և Իսրայելի քաղաքացի բլոգերին սպառնում է քրեական հետապնդում 281.2 (երկրի դեմ ուղղված հրապարակային կոչեր) և 318 (Ադրբեջանի Հանրապետության պետական սահմանի անօրինական հատում) հոդվածներով: Երկու հոդվածներով Լապշինին սպառնում է մինչև 5 տարվա ազատազրկում:
