ՔԿՀ-ներում դատապարտյալների կողմից խարդախությամբ հափշտակության դեպքերի աճ է գրանցվել

ՀՀ քննչական կոմիտեի վարույթում գտնվող գործերի ուսումնասիրությունների համաձայն` նախորդ տարի հանրապետությունում  գրանցվել է խարդախությամբ գույքի և գումարի հապշտակության 964 դեպք: 106 դեպքերում հանցագործությունները կազմակերպվել և իրականացվել են  քրեակատարողական հիմնարկներում: Վերջիններիս կողմից քաղաքացիներին և  իրավաբանական անձնանց պատճառված գույքային վնասը նախնական տվյալներով գնահատվում է մոտ 150 միլիոն դրամ:

«Անցած տարի և այս տարի շարունակվում են այնպիսի հանցագործությունների կատարումը, ինչպիսին են խարդախությունը: Այդ հանցագործության պատճառները և պայմանները մենք պետք է փնտրենք քրեակատարողական հիմնարկներում և հասարակության իրազեկվածության պակասի մեջ: Այս գործերի ուսումնասիրությունը ցույց է տալիս, որ հանցագործությունների զգալի մասը կատարվում են օգտագործելով քաղաքացիների  չիմացությունը, անզգոնությունը և անտեղյակությունը:

Հանցագործները, չարաշահելով մարդկանց վստահությունը, կատարում են նմանատիպ հանցագործություններ»,- փետրվարի 13-ին  խորհրդակցության ժամանակ  նշեց ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանը: 

ՔԿ վարույթում քննվող քրեական գործերով ձեռք բերված փաստական տվյալները վկայում են, որ քրեակատարողական հիմնարկներում պահվող անձանց կողմից խարդախությունները կատարվել են տարբեր եղանակներով` որպես կանոն օգտագործելով բջջային հեռախոսները, որոնց միջոցով հնարավորություն են ունեցել օգտվելու ինտերնետային կապից: Ազատազրկման մեջ գտնվող դատապարտյալները կամ կալանքի տակ գտնվող անձինք իրենց հանցավոր մտադրություններն իրականացրել և ավարտին են հասցրել ազատության մեջ գտնվող հանցակիցների միջոցով:

«Պետք է մշակել անհրաժեշտ մեխանիզմներ, որոնք զգալի կնպաստեն այդ հանցագործությունների կանխարգելմանը»,- այս առնչությամբ ընդգծեց Հովսեփյանը:

ՀՀ քննչական կոմիտեի ստորաբաժանումների վարույթում գտնվող քրեական գործերի ուսումնասիրությունից պարզվել է, որ խարդախության եղանակով կատարված հափշտակություններից ևս 100 և ավել դեպքերով առերևույթ հանցագործություն կատարած անձինք տուժողների հետ կապ են հաստատել բջջային հեռախոսների միջոցով, իսկ կատարված զանգերը սպասարկվել են ՀՀ ԱՆ տարբեր քրեակատարողական հիմնարկների մոտ տեղակայված ալեհավաքների կողմից:

ՔԿՀ-ներում տեխնիկական միջոցների օգտագործմամբ կազմակերպվել և իրականացվել են նաև թմրամիջոցների ապօրինի շրջանառության դեպքեր:
