Ինչո՞ւ է Հայաստանում թանկացել բենզինը. ՏՄՊՊՀ-ն պարզել է պատճառը

ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը պարզել է, թե ինչու է վերջին մեկ ամսում կտրուկ թանկացել բենզինը:

Այս առնչությամբ, ՏՄՊՊՀ տարածած հաղորդագրության մեջ ասվում է.

«2017 թվականի հունվարի 27-ից բենզինի մանրածախ շուկայում դիտարկվել են գնային բարձրացումներ՝ մասնավորապես ռեգուլյար տեսակի բենզինի մանրածախ վաճառքի գինը 330 դրամից բարձրացել է 10 դրամով, իսկ որոշ ժամանակ անց՝ փետրվարի 10-ին՝ եւս 20 դրամով: Արդյունքում, ռեգուլյար տեսակի 1 լիտր բենզինի մանրածախ վաճառքի գինը բարձրացել է 30 դրամով՝ կազմելով 360 դրամ:

Վերոնշյալի հիման վրա՝ ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը իրականացրել է ուսումնասիրություն բենզինի շրջանառության ոլորտում: Ուսումնասիրության շրջանակներում Հանձնաժողովը գրություններով դիմել է ՀՀ պետական եկամուտների կոմիտեին եւ ոլորտում գործունեություն իրականացնող 2 գերիշխող տնտեսվարող սուբյեկտների՝ «Ֆլեշ» ՍՊԸ-ին, «ՍիՓիԷս Օիլ քորփորեյշն» ՍՊԸ-ին, ինչպես նաեւ «Մաքս Պետրոլ» ՓԲԸ-ին:

Հանձնաժողովի կողմից զուգահեռ ուսումնասիրվել է նաեւ միջազգային շուկայում բենզինի վաճառքի գների դինամիկան: Ստացված տեղեկատվության վերլուծությունից պարզվել է, որ վերոնշյալ ընկերությունները բենզինը հիմնականում ձեռք են բերում «Ռոսնեֆտ» եւ «Լուկօյլ» ընկերություններից: Ուսումնասիրելով վերջիններիս կողմից մատակարարվող բենզինի գները՝ պարզվել է, որ 2016 թվականի սեպտեմբերից սկսած մինչեւ 2017 թվականի հունվար 1 տոննա բենզինի մատակարարման գները նվազել են մինչեւ 118 դոլարով կամ 57 230 դրամով, որի հետեւանքով 1 լիտր ռեգուլյար տեսակի բենզինի մանրածախ վաճառքի գինը 380 դրամից նվազել է մինչեւ 330 դրամ (50 դրամով): Առկա տեղեկատվությունը փաստում է, որ արդեն 2017 թվականի հունվարից 1 տոննա բենզինի ձեռքբերման գինը 2016 թվականի դեկտեմբերի համեմատ բարձրացել է մինչեւ 136 դոլարով կամ 65 960 դրամով՝ գրեթե հավասարվելով նախորդ տարվա սեպտեմբերի ձեռքբերումների գներին:

Բենզինի ձեռքբերման գնի բարձրացման հետեւանքով՝ երկրի ներսում մատակարարումներ իրականացնող ընկերությունների կողմից վաճառքի գինը բարձրացել է մինչեւ 30 դրամով՝ կազմելով 360 դրամ՝ 1 լիտրի հաշվով:

Հարկ ենք համարում նաեւ տեղեկացնել, որ Հանձնաժողովի կողմից ուսումնասիրվել է նաեւ Bloomberg պարբերականում հրապարակվող բենզինի արտահանման գները, որից պարզվել է, որ Բուլղարիայից եւ Ռումինիայից արտահանվող բենզինի 1 տոննայի գինը 2017 թվականի փետրվարին՝ 2016 թվականի սեպտեմբերի համեմատ թանկացել է մինչեւ 74 դոլարով: ՏՄՊՊՀ-ը ուսումնասիրել է նաեւ հարեւան երկրներում բենզինի գնի դինամիկան, որից պարզվել է, որ, օրինակ, Վրաստանի Հանրապետությունում «Լուկօյլ» ընկերության բենզալցակայաններում 1 լիտր բենզինի մանրածախ վաճառքի գինը 2016 թվականի սեպտեմբերին կազմել է 1,3 լարի, իսկ 2017 թվականի փետրվարին՝ 1,72 լարի՝ այսինքն տեղի է ունեցել գնային բարձրացում 32 տոկոսի չափով:
