ՀՀ արտաքին նախարարությունը տարածել  է նախարար Էդվարդ Նալբանդյանի մեկնաբանությունը Արցախում կայացած Սահմանադրական հանրաքվեի վերաբերյալ։

Ինչպես տեղեկացրին ՀՀ արտաքին գործերի նախարարության մամուլի, տեղեկատվության և հասարակայնության հետ կապի վարչությունից, մեկնաբանության մեջ նշված է. «Փետրվարի 20-ին կայացած սահմանադրական հանրաքվեի միջոցով Արցախի ժողովուրդը հերթական անգամ ապացուցեց ժողովրդավարական ճանապարհով իր ճակատագիրը տնօրինելու վճռականությունը: Սահմանադրական ներկա հանրաքվեն նպատակ է հետապնդում ընտրություն կատարել կառավարման այն համակարգի օգտին, որը Լեռնային Ղարաբաղի ժողովուրդն առավել համապատասխան է համարում իր կարիքներին։

Ողջունելի է, որ երեք տասնյակ երկրներ ներկայացնող հարյուրից ավելի միջազգային դիտորդների կողմից հանրաքվեն գնահատվել է որպես լավ կազմակերպված, թափանցիկ և միջազգային չափանիշներին համապատասխան։

Հիմնարար ազատությունների կիրառումը համընդհանուր իրավունք է, որը ենթակա չէ սահմանափակման։ Քառորդ դար շարունակ Լեռնային Ղարաբաղում անցկացվում են ժողովրդավարական հասարակությանը բնորոշ գործընթացներ և Արցախի ժողովուրդն անկասկած վաստակել է իր իրավունքն՝ ապրելու այն նույն համամարդկային արժեքներին համապատասխան, ինչ ազատ ժողովրդավարական աշխարհը։

Արցախի ժողովուրդը կրկին անգամ ի ցույց դրեց, որ ժողովրդավարական հասարակություն կառուցելու իր կամքն անշրջելի է` չնայած բոլոր դժվարություններին, որոնք պայմանավորված են Ադրբեջանի կողմից ուժի և ուժի սպառնալիքի շարունակական կիրառմամբ, տնտեսական շրջափակմամբ և այլ թշնամական քայլերով։ Պատահական չէ, որ Արցախում ընթացող ժողովրդավարական գործընթացներն ընդունվում են խիստ դժգոհությամբ՝ մարդու իրավունքները ոտնահարող Ադրբեջանում»։
