ԱԺ-ն քննարկեց ճանապարհային երթևեկության կանոնների խախտման տուգանքները ժամանակին չվճարելու տույժերը վերացնելու օրինագիծը

 Ազգային ժողովն առաջին ընթերցմամբ քննարկեց ճանապարհային երթևեկության կանոնների խախտման տուգանքների վճարումն ուշացնելու դեպքում տույժերը հանելու մասին օրենսդրական նախաձեռնությունը: Ինչպես հաղորդում է Արմենպրեսը, ՀՀ ոստիկանության պետի տեղակալ Վարդան Եղիազարյանը պատգամավորների քննարկմանը ներկայացրեց Վարչական իրավախախտումների մասին օրեն քում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը:

«Այս օրինագիծը մշակվել է Հայաստանի Հանրապետության ոստիկանության կողմից նախապատրաստված և կառավարության կողմից հավանության արժանացած «Ճանապարհային ոստիկանության համակարգի բարեփոխումներից բխող միջոցառումների իրականացման հայեցակարգի և դրա ժամանակացույցի» համաձայն: Ճանապարհային ոստիկանության համակարգում բարեփոխումներ իրականացնելու հանձնարարական 2016թ. նոյեմբերին տրվել էր Հայաստանի Հանրապետության Նախագահի կողմից, որի նպատակներից մեկը պետք է լիներ ճանապարհային երթևեկության ոլորտում թույլ տրվող խախտումների համար նշանակ վող տուգանքների արդյունքում քաղաքացիների համար վարչական բեռի թեթևացումը»,- նշեց Եղիազարյանը:

ՀՀ փոխոստիկանապետը մանրամասնեց, որ նախագծով առաջարկվում է վերացնել ճանապարհային երթևեկության ոլորտում թույլ տրվող իրավախախտումների համար նշանակվող տուգանքները սահմանված ժամկետներում չվճարելու դեպքում դրանց նկատմամբ 25 և 50 տոկոս տույժեր կիրառելու ինստիտուտը: Արդյունքում ակնկալվում է ունենալ տուգանքների հաշվառման և գանձման առավել պարզ և մարդու իրավունքների պաշտպանության տեսանկյունից արդյունավետ համակարգ:

Փոխոստիկանապետը նաև հայտնեց, որ օրենքն ընդունվելու դեպքում հետադարձ ուժ չի ունենալու:
