Ոստիկանության պարզաբանումը ՀՀ ընտրողների ռեգիստրում ընդգրկված ընտրողների թվի աճի պատճառների վերաբերյալ

ՀՀ ընտրողների ռեգիստրում ընդգրկված ընտրողների թվաքանակի աճի պատճառների վերաբերյալ ՀՀ ոստիկանությունը պարզաբանում է տարածել։

«Սույն թվականի մարտի 3-ին հրապարակվել է ՀՀ Ազգային ժողովի 2017թ. ապրիլի 2-ին կայանալիք ընտրությունների ՀՀ ընտրողների ռեգիստրում ընդգրկված ընտրողների ընդհանուր թվի մասին պաշտոնական տեղեկատվություն՝ քվեարկության օրվանից առաջ 30-րդ օրվա դրությամբ...

Ընտրողների թվի աճի վերաբերյալ հստակ պատկերացում կազմելու համար տվյալ դեպքում այն անհրաժեշտ է համեմատել 2015թ. դեկտեմբերի 6-ին ՀՀ սահմանադրական փոփոխությունների հանրաքվեի ժամանակ քվեարկության օրվանից առաջ 30-րդ օրվա դրությամբ քվեարկությանը մասնակցելու իրավունք ունեցող անձանց թվի հետ. այն կազմել է 2.554.332: 

Վերջին երկու համապետական ընտրությունների՝ քվեարկության օրվանից առաջ 30-րդ օրվա դրությամբ քվեարկությանը մասնակցելու իրավունք ունեցող անձանց թվի տարբերությունը կազմում է 10.402:

Համեմատական վերլուծության արդյունքում պարզվել է, որ 2015թ. դեկտեմբերի 6-ի ՀՀ սահմանադրական փոփոխությունների հանրաքվեի ընտրողների ռեգիստրում ընդգրկված թվով 57.800 ընտրողներ չեն ընդգրկվել 2017թ-ի ցուցակներում` բնակչության պետական ռեգիստրում հաշվառումից հանվելու (սեփականատիրոջ դիմումով, ՀՀ քաղաքացիությունը դադարեցնելու, զինվորական ծառայության զորակոչվելու, օտարերկրյա պետություններում հաշվառվելու, ազատազրկման դատապարտվելու կապակցությամբ քրեակատարողական հիմնարկի հասցեով հաշվառվելու հիմքով), այդ թվում մահվան կապակցությամբ (24.738):

2017թ-ի ցուցակներում ընդգրկվել են 68.202 ընտրողներ, որոնք ընդգրկված չեն եղել ՀՀ սահմանադրական փոփոխությունների հանրաքվեի քվեարկությանը մասնակցելու իրավունք ունեցող անձանց ցուցակներում:
Այսպես. 34.448 ընտրողների` լրացել է 18 տարին, իսկ 33.754-ը ընդգրվել են ընտրողների ցուցակներ` բնակչության պետական ռեգիստրում 2015թ-ի դեկտեմբերի 6-ից հետո հաշվառվելու կապակցությամբ (զինվորական ծառայությունից զորացրվելու, ՀՀ քաղաքացիություն ստանալուց հետո Հայաստանի Հանրապետությունում հաշվառվելու, 2015թ. դեկտեմբերի 6-ի դրությամբ Հայաստանի Հանրապետությունում հաշվառված չլինելուց հետո հաշվառվելու հիմքով):

Այսպիսով, ընտրողների ռեգիստրից դուրս եկած ընտրողների և նոր ընդգրկված անձանց տարբերությունը կազմում է 10.402 անձ: 

Ընտրողների ռեգիստրի աճը բացատրվում է մի շարք հանգամանքներով, մասնավորապես`

ա) 18 տարին լրանալու կապակցությամբ ընտրելու իրավունք ձեռք բերելով, 
բ) ՀՀ քաղաքացիություն ընդունելու կապակցությամբ, 
գ) բնակչության պետական ռեգիստրում հաշվառում չունեցող անձանց կողմից հաշվառվելու կապակցությամբ:

Ինչ վերաբերվում է ռեգիստրում քաղաքացիների կողմից հաշվառում չունենալու հանգամանքին, ապա մինչև բնակչության պետական ռեգիստրի մասին օրենսդրական, ինչպես նաև համակարգչային բազայում կատարված ծրագրային փոփոխությունները (2008թ.) արգելված չէր առանց բնակչության պետական ռեգիստրում հաշվառում ունենալու ՀՀ քաղաքացիներին անձնագիր տալու կամ փոխանակելու գործողությունները, որի արդյունքում որոշակի խումբ ՀՀ քաղաքացիներ թեև փաստաթղթավորված էին ՀՀ քաղաքացու անձնագրերով, այնուհանդերձ, բնակչության պետական ռեգստրում հաշվառում չունեին»,ասվում է պարզաբանման մեջ:
