ՀՀ քննչական կոմիտեի հատկապես կարեւոր գործերի քննության գլխավոր վարչությունում քննվող քրեական գործով ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում բացահայտվել է առանձնապես խոշոր չափերով թմրամիջոցների ապօրինի շրջանառությամբ զբաղվող մի խումբ, պարզվել իրացնողների եւ ձեռք բերողների ինքնությունը։ Ձեռք բերված ապացույցների հիման վրա՝ մեղադրանք է առաջադրվել 7 անձի, որոնց թվում՝ Ուկրաինայի եւ ԻԻՀ քաղաքացիների։

ՀՀ Քննչական կոմիտեից NEWS.am-ին հայտնում են, որ 2016թ. նոյեմբերի 16-ին ՀՀ քննչական կոմիտեի Էրեբունի եւ Նուբարաշեն վարչական շրջանների քննչական բաժնում թմրամիջոցների ապօրինի շրջանառության դեպքի առթիվ հարուցված քրեական գործով իրականացված նախաքննությամբ պարզվել են Երեւանում ԻԻՀ քաղաքացու կողմից Գյումրիի բնակչին «Ափիոն» տեսակի թմրամիջոցի իրացման հանգամանքները։ Ըստ քննության տվյալների՝ ԻԻՀ քաղաքացին իրացնելու նպատակով ապօրինի ձեռք է բերել եւ պահել առանձնապես խոշոր չափերի 1.429.21 կգ ընդհանուր քաշով «Ափիոն» տեսակի թմրամիջոց եւ «Բուպրենորֆին» տեսակի թմրամիջոց պարունակող 20 դեղահաբ, որից 440.41 գրամ «Ափիոն» տեսակի թմրամիջոցը 2016թ. նոյեմբերի 4-ին Երեւան քաղաքի Մ.Խորենացի փողոցում ապօրինի իրացրել է Գյումրի քաղաքի բնակչին: Նույն օրը նշված անձինք բերման են ենթարկվել, եւ  նրանց անձնական խուզարկությամբ հայտնաբերվել են հիշյալ թմրամիջոցները:

Առանձնապես խոշոր չափերով թմրամիջոցի ապօրինի շրջանառության մեկ այլ դեպք էլ բացահայտվել է 2017թ. փետրվարին՝ Կենտրոն եւ Նորք-Մարաշ վարչական շրջանների քննչական բաժնում քննվող քրեական գործով։

ՀՀ երեք քաղաքացներ, Ուկրաինայի քաղաքացու հետ նախնական համաձայնությամբ, 2017թ. փետրվարի 20-ին ԻԻՀ քաղաքացուց ապօրինի ձեռք են բերել 3611,05 գրամ «Ափիոն» տեսակի թմրամիջոց: Վերջիններս նույն օրը բերման են ենթարկվել, եւ նրանցից մեկի ավտոմեքենայի զննությամբ հայտնաբերվել է հիշյալ թմրամիջոցը, իսկ մյուսի անձնական խուզարկությամբ` «Մակարով» տեսակի ատրճանակ եւ 9մմ տրամաչափի 7 փամփուշտ:

Քննությամբ փաստական տվյալներ են ձեռք բերվել, որ նշված երկու դեպքերը փոխկապակցված են, եւ ՀՀ քննչական կոմիտեի նախագահի հանձնարարությամբ նշված երկու քրեական գործերն ուղարկվել են ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչություն, որտեղ դրանք միացվել են նույն վարույթում։ Քրեական գործով ձեռնարկված քննչական եւ դատավարական այլ գործողությունների արդյունքում բավարար փաստական տվյալներ են ձեռք բերվել՝ 8 անձի՝ թմրամիջոցների ապօրինի շրջանառությամբ զբաղվելու վերաբերյալ, անհատականացվել նրանց գործողությունները։

Ձեռք բերված ապացույցների հիման վրա՝ 7 անձի, որոնցից 4-ը՝ ՀՀ, 2-ը՝ ԻԻՀ, 1-ը՝ Ուկրաինայի քաղաքացիներ, մեղադրանքներ են առաջադրվել, եւ նրանց նկատմամբ որպես  խափանման միջոց է կիրառվել կալանավորումը: Եվս մեկ ԻԻՀ քաղաքացու նկատմամբ  հայտարարվել է հետախուզում:

Նախաքննությունը շարունակվում է: Իրականացվում են անհրաժեշտ քննչական եւ օպերատիվ-որոնողական միջոցառումներ՝ թմրամիջոցների ձեռք բերման աղբյուրը եւ դրանց իրացման գործում հնարավոր այլ անձանց ինքնությունը պարզելու ուղղությամբ։
