ՀՀ ԱԻՆ-ի աշխատակիցները մասնակցել են աղետների ռիսկի կառավարման դասընթացների

 ՀՀ արտակարգ իրավիճակների նախարարության նախաձեռնությամբ և «Աղետների ռիսկի նվազեցման ազգային պլատֆորմ» հիմնադրամի (ԱՌՆԱՊ), ՄԱԿ-ի զարգացման ծրագրի և ՄԱԿ-ի մանկական հիմնադրամի աջակցությամբ մշակվում է Տեղական մակարդակում ռիսկի կառավարման (ՏՄՌԿ) մեթոդաբանության կիրառման մեթոդական ուղեցույց: Այն հնարավորություն կտա համայնքներին սեփական ուժերով իրականացնել համայնքին սպառնացող վտանգների, դրանց նկատմամբ համայնքի խոցելի ության և առկա կարողությունների բացահայտում ու գնահատում, ինչպես նաև մշակել ու համայնքի զարգացման ծրագրերում ներառել համապատասխան միջոցառումներ, որոնք կօգնեն կանխարգելել վտանգները, նվազեցնել խոցելիությունը և բարձրացնել առկա ռիսկերին դիմակայելու՝ համայնքի կարողությունները։ Այս մասին տեղեկացանք ՀՀ արտակարգ իրավիճակների նախարարության պաշտոնական կայքից, որի հաղորդագրության մեջ նաև նշված է. «Ուղեցույցի մշակման գործընթացին աջակցելու նպատակով, փորձագիտական խմբի հանդիպումների ընթացքում, որոշվել էր կազմակերպել ՏՄՌԿ մեթոդաբանության վերապատրաստման դասընթաց ՀՀ ԱԻՆ բնակչության պաշտպանության վարչության աշխատակիցների համար, ովքեր ներգրավված են ուղեցույցի մշակման աշխատանքներում։

Դասընթացն իրականացվում էր Եվրահանձնաժողովի մարդասիրական օգնության և բնակչության պաշտպանության հարցերով գլխավոր վարչության, ՄԱԿ-ի մանկական հիմնադրամի և ՄԱԿ-ի զարգացման ծրագրի համաֆինանսավորմամբ, ԱՌՆԱՊ հիմնադրամի կողմից իրականացվող «Աջակցություն Կապան և Սյունիք համայնքների դիմակայունության բարձրացման գործընթացին» և «Արտակարգ իրավիճակներում երեխաների անվտանգության ապահովումը համայնքների և կրթական հաստատությունների պատրաստվածության բարելավման միջոցով» ծրագրերի շրջանակներում:

Դասընթացն անցկացվում է մի քանի փուլով և բաղկացած է տեսական ու գործնական մասերից: Տեսական մասն իրականացվում էր ՀՀ ԱԻՆ-ում, իսկ գործնական մասը՝ Զովունի համայնքում:

Առաջին փուլը մեկնարկեց մարտի 2-ին, որի ժամանակ ՏՄՌԿ ձեռնարկի համահեղինակ, ՄԱԶԾ ԱՌՆ ծրագրերի համակարգող Արմեն Չիլինգարյանը մասնակիցներին ներկայացրեց ՏՄՌԿ մոդուլում ներառված վտանգների, խոցելիության և կարողությունների բացահայտման գործիքները, ինչպես նաև դրանցից յուրաքանչյուրի կիրառման առանձնահատկությունները։

Մարտի 10-ին կայացավ դասընթացի երկրորդ փուլը։ Ուղեցույց մշակող թիմն այցելեց Զովունի համայնք՝ վտանգների, խոցելիության և կարողությունների վերաբերյալ տվյալների հավաքագրման և համայնքի ԱՌՆ թիմի ձևավորման նպատակով։ «Լոռէ» փրկարար ջոկատը, որը նման ուսումնասիրություն իրականացնելու հարուստ փորձ ունի, ուղեցույց մշակող թիմի հետ սկսեց տվյալների հավաքագրման աշխատանքները։ Այդ ընթացքում ուղեցույց մշակող թիմը գործնականում ծանոթացավ նշված մեթոդաբանության մեջ ներառված գործիքներից յուրաքանչյուրի կիրառման կարգին։

Հաշվի առնելով համայնքի մեծությունը՝ տվյալների հավաքագրումը շարունակելու հարցում ուղեցույցը մշակող թիմին կօգնեն ՀՀ ԱԻՆ Ճգնաժամային կառավարման պետական ակադեմիայի ուսանողները։

Տվյալների հավաքագրումից հետո դրանք կթվայնացվեն, այնուհետև կսկսվեն տվյալների վերլուծություն, վտանգների, խոցելիության և կարողությունների գնահատման աշխատանքները»։
