ԱԱԾ-ն բացահայտել է ՀՀ և ՌԴ քաղաքացիների կողմից համակարգչով առանձնապես խոշոր գումարների հափշտակության դեպքեր

ՀՀ Ազգային անվտանգության ծառայության քննչական վարչությունում քննվող քրեական գործով ձեռնարկված մեծածավալ քննչական գործողությունների և օպերատիվ-հետախուզական միջոցառումների արդյունքում բացահայտվել են ՀՀ և ՌԴ քաղաքացիներից կազմված հանցավոր խմբի կողմից համակարգչային տեխնիկայի օգտագործմամբ առանձնապես խոշոր չափերով գումարների հափշտակության դեպքեր:

Ինչպես տեղեկանում ենք ՀՀ ԱԱԾ մամուլի կենտրոնից, ձեռք բերված նախնական տվյալների համաձայն՝ հիշյալ խմբի անդամները, հյուրանոցային և ռեստորանային գործունեություն իրականացնելու շինծու պատրվակով, Հայաստանում գրանցել են առևտրային երեք կազմակերպություն, այնուհետև դրանց անվամբ ձեռք են բերել  համակարգչային տեխնիկա հանդիսացող՝ քարտապանի և բանկային քարտի բացակայության պայմաններում քարտի տվյալների մուտքագրմամբ անկանխիկ գործարք կատարելու հնարավորություն ընձեռող ՀԴՄ-տերմինալ։

Հիշյալ տերմինալի օգտագործմամբ առանձնապես խոշոր չափերով գումարներ հափշտակելու նպատակով հանցավոր խմբի՝ ՌԴ-ում գտնվող անդամը Հայաստանի իր հանցակիցներին է ուղարկել Ավստրալիայի մի շարք քաղաքացիների անվամբ թողարկված բանկային քարտերի տվյալներ՝ 16-նիշանոց համարները, քարտերի վավերականության ժամկետները և ծածկագրերը։

Ստանալով անհրաժեշտ վավերապայմանները՝ Հայաստանում գործող խմբի անդամները ՀԴՄ-տերմինալում տեղադրել են SIM  հեռախոսային քարտ, սարքը համակցել են համացանցին, որից հետո  բանկային քարտերի վերոհիշյալ տվյալների մուտքագրմամբ Ավստրալիայի քաղաքացիների բանկային հաշվեհամարներից, հյուրանոցային կամ ռեստորանային ծառայությունների դիմաց վճարում կատարելու կեղծ հիմնավորմամբ, իրենց գրանցած կազմակերպությունների հաշվեհամարներին են փոխանցել առանձնապես խոշոր չափերով գումարներ։

Հիշյալ եղանակով 2016թ. օգոստոս-դեկտեմբեր ամիսներին հանցավոր խմբի անդամներն ավստրալիական բանկերի հաճախորդների հաշվեհամարներից ելքագրել են շուրջ 85 մլն ՀՀ դրամին համարժեք գումար, դրանից 58 մլն ՀՀ դրամը կանխիկացրել և հափշտակել են, իսկ մնացած գումարի կանխիկացումն ավարտին չեն հասցրել։ ՀՀ ԱԱԾ մարմինների իրականացրած օպերատիվ-քննչական միջոցառումների արդյունքում հանցավոր խումբը բացահայտվել և վնասազերծվել է։

Նախաքննության ընթացքում հինգ անձի մեղադրանք է առաջադրվել  համակարգչային տեխնիկայի օգտագործմամբ մի խումբ անձանց կողմից նախնական համաձայնությամբ առանձնապես խոշոր չափերի հափշտակություն կատարելու համար (ՀՀ քրեական օրենսգրքի 181-րդ հոդվածի 3-րդ մասի 1-ին կետ): Նրանցից 3-ը կալանավորվել են:

Ներկայումս օտարերկրյա իրավասու մարմինների հետ համագործակցության շրջանակներում միջոցներ են ձեռնարկվում՝ անդրազգային հանցագործությանը հնարավոր առնչություն ունեցող այլ անձանց հայտնաբերելու ուղղությամբ։
