ՄԻՊ-ն ուսումնասիրել է դպրոցների ու մանկապարտեզների տնօրենների հեռախոսային ձայնագրությունները

Մարդու իրավունքների պաշտպանի աշխատակազմում մանրամասն ուսումնասիրվել է «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության  «ՀՀԿ-ն չարաշահում է վարչական ռեսուրսը դպրոցներում ու մանկապարտեզներում (114 ձայնագրություններ)» վերտառությամբ հրապարակումը: Ուսումնասիրվել են նաև այն ձայնագրությունները, որոնք կազմակերպության պնդմամբ` արտացոլում են հանրակրթական դպրոցների և մանկապարտեզների տնօրենների հետ հեռախոսային խոսակցությունները: Այս մասին  տեղեկանում ենք Մարդու իրավունքների պաշտպանի աշխատակազմից:

ՄԻՊ հայտարարության մեջ ասվում է. «Անհանգստացնող է, որ քաղաքացիական հասարակության կառույցի հրապարակած ուսումնասիրությունը և ձայնագրությունները վերաբերում են հանրակրթական հաստատություններին ու դրանց տնօրեններին: Այս հանգամանքը հատկապես կարևոր է այն պայմաններում, երբ Հայաստանի Հանրապետությունում ընթանում է կարևորագույն ժողովրդավարական գործընթաց, որի նկատմամաբ հանրային վսհատությունն ունի հիմնարար նշանակություն:

Սա առաջնահերթ նշանակում է, որ այդ բոլոր տվյալները պետք է դառնան մանրամասն ստուգման առարկա օրենքով նախատեսված ընթացակարգի շրջանակում՝ հնարավոր ամենասեղմ ժամկետներում: Այդ ընթացակարգը պետք է լինի թափանցիկ, իսկ արդյունքը՝ հրապարակային: Հատկապես հաշվի առնելով, որ հարցն առնչվում է դպրոցներին և մանկապարտեզներին՝ բոլոր գնահատականները պետք է հիմնված լինեն արդյունքի վրա:

Այս առումով, կարևոր է ՀՀ կենտրոնական ընտրական հանձնաժողովի կողմից վարչական վարույթի նախաձեռնումը: Հարուցված վարույթի առնչությամբ անհրաժեշտ պարզաբանումներ ու տեղեկություններ ստանալու պահանջով Մարդու իրավունքների պաշտպանի կողմից արդեն իսկ հարցում է ուղարկվել Կենտրոնական ընտրական հանձնաժողով:

Մարդու իրավունքների պաշտպանի կողմից ի գիտություն է ընդունվել ՀՀ գլխավոր դատախազության հաղորդումն այն մասին, որ դատախազության աշխատանքային խումբն ուսումնասիրում է «Իրազեկ քաղաքացիների միավորում» հասարակական կազմակերպության  հրապարակումն ու ձայնագրությունները: Դատախազություն նույնպես կուղարկվի հարցում՝ կապված քրեական վարույթ նախաձեռնելու հարցի լուծման հետ:

Իրավասու մարմինների կողմից ստուգման ընթացակարգերի իրականացումն ապահովելու նկատմամբ ցուցաբերվելու է հետևողականություն՝ օրենքով Պաշտպանին վերապահված կարգավիճակի շրջանակում»:
