Արցախյան հակամարտության լուծումն, անկասկած, ներառված է Ռուսաստանի արտաքին քաղաքական առաջնահերթությունների թվում։ Այս մասին հայտարարել է ՌԴ ԱԳՆ ղեկավար Սերգեյ Լավրովը։

«Մեզ համար միեւնույն չէ, թե ինչ է տեղի ունենում մեր հարեւան տարածաշրջանում։ Հետաքրքրված ենք, որ  խաղաղությունն ու հանգստությունը վերականգնվի, սահմանները բացվեն, փախստականները վերադառնան, վերականգնվեն առեւտրատնտեսական հարաբերությունները։ Հենց այդ պատճառով էլ Արցախի հակամարտության լուծումը մեր արտաքին քաղաքական հեռանկարների թվում է։

Չեմ կարող համաձայնել այն բանի հետ, որ կարգավորման համար ոչ մի քայլ չի արվել։ Արցախյան խնդիրը մշտապես գտնվում է միջազգային միջնորդների ուշադրության կենտրոնում, որոնք ձեռնարկում են ինչպես հավաքական, այնպես էլ ինքնուրույն ջանքեր՝ ուղղված տվյալ խնդիրի լուծմանը։

Եթե խոսենք Ռուսաստանի մասին, ապա, օրինակ, անցյալ տարի Սանկտ Պետերբուրգում նախագահ Վլադիմիր Պուտինի նախաձեռնությամբ եռակողմ գագաթնաժողով է տեղի ունեցել՝ նվիրված տվյալ հարցին։ Արցախյան հիմնախնդրի կարգավորումը անփոփոխ կերպով կարեւոր տեղ է զբաղեցնում Վ.Վ. Նա նաեւ նշել է, թե պետք է նկատի ունենալ, որ արցախյան հակամարտության կարգավորման խնդիրը շատ նուրբ սյուժե ունի, ուստի բանակցությունների մանրամասները գաղտնի բնույթ են կրում։

«Դրա հետ մեկտեղ կարող եմ ասել, որ շատ ասպեկտներ արդեն համաձայնեցված են։ Մի քանի հարց է մնում։ Բայց դրանք ամենաբարդն են։ Այնուամենայնիվ, աշխատանքը շարունակվում է»։
