ՀՀ Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովի ելույթը ԱԺ հայտարարությունների ժամին
Հարգելի խորհրդարան,
Հոկտեմբեր ամիսը հագեցած էր թե՛ արտաքին քաղաքական, թե՛ ներքաղաքական իրադարձություններով: Հոկտեմբերի 10-ին Մինսկում ստորագրվեց Եվրասիական տնտեսական միության մասին պայմանագրին Հայաստանի միանալու մասին պայմանագիրը: Նման որոշումը պայմանավորված էր տնտեսական զարգացման նոր հնարավորություններով, որոնք լայնորեն բացվում են Հայաստանի առջեւ: Ավելին՝ այն նոր հեռանկարներ է բացում նաեւ օտարերկրյա ներդրողների համար, որոնք Հայաստանի տնտեսական տարածքով կարող են ավելի դյուրացված կարգով դուրս գալ ԵՏՄ միասնական շուկա: Հարկ է նշել, որ Հայաստանը նաեւ պատրաստ է շարունակելու երկխոսությունը Եվրամիության անդամ երկրների հետ բոլոր հնարավոր ուղղություններով:

Հոկտեմբերի 15-ին հրապարակվեց սահմանադրական բարեփոխումների հայեցակարգը, որն արժանացել է Վենետիկի հանձնաժողովի դրական եզրակացությունը, ըստ որի՝ «բարեփոխումների նպատակներն արժանի են լիակատար աջակցության, քանի որ դրանք ամբողջովին ուղղված են Եվրոպայի խորհրդի արժեքների իրացմանը»:
Ակնհայտ է, որ նման կարեւորագույն բարեփոխումը պետք է իրականացվի մասնագիտական եւ քաղաքական լայն շրջանակների հետ քննարկումների արդյունքում: Տարակուսելի է, որ երկրում համակարգային փոփոխություններ պահանջող որոշ ընդդիմադիր կամ պսեւդոընդդիմադիր ուժեր, կտրուկ փոխելով իրենց դիրքորոշումը, հանկարծ հիշեցին, որ երկրում նման բարեփոխումների անցկացման անհրաժեշտություն չկա՝ մտահոգվելով, թե այսկերպ իշխանությունները ցանկանում են վերարտադրվել: Նման պնդումը քաղաքագիտական անգրագիտություն է, քանի որ աշխարհի ցանկացած ժողովրդավարական երկրում ցանկացած իշխանություն ցանկանում է վերարտադրվել եւ վերարտադրվել ընտրությունների միջոցով:

Հոկտեմբերի 19-ին 13 համայնքում տեղի ունեցան համայնքապետերի ընտրություններ, որտեղ ժողովրդի ճնշող մեծամասնությունն իր վստահության քվեն տվեց Հանրապետական կուսակցության թեկնածուներին: Ուստի, իշխանափոխության վերաբերյալ բոլոր տվայտանքներն ընդամենը փոթորիկ են մեկ բաժակ ջրում:
