Արժույթի միջազգային հիմնադրամը Հայաստանի արտաքին պարտքի մակարդակը ՀՆԱ-ի նկատմամբ բարձր է համարում, սակայն տանելի: Ապրիլի 12-ին լրագրողների հետ հանդիպմանը Արժույթի միջազգային հիմնադրամի հայաստանյան առաքելության ղեկավար Հուսեին Սամին ընդգծեց, որ Հայաստանի կառավարությունը պետք է քայլեր ձեռնարկի, որպեսզի արտաքին պարտքի բեռը շարունակի տանելի մնալ և հնարավոր լինի այն սպասարկել: 

«Ես կարծում եմ, որ արտաքին պարտքի տանելիությունն ապահովելու համար շատ կարևոր քայլ էր վերջերս Ազգային ժողովի կողմից ընդունված Հարկային օրենսգիրքը, որի նպատակն է երկարաժամկետ հեռանկարում ապահովել հարկային ավելի մեծ եկամուտներ, ինչպես նաև սահմանել արդար հարկման մեխանիզմներ: Այսինքն, հարկային օրենսգրքին հավատարիմ մնալը պարտքի կրելիության ապահովման կարևոր նախադրյալ է»,- ասաց Սամին:

Արտաքին պարտքի տանելիությունն ապահովելու կարևոր պայման է նաև արտաքին աղբյուրներից ֆինանսավորվող ծրագրերի արդյունավետ կառավարումը: Հուսեին Սամիի խոսքով՝ կառավարության համար կարևոր է ունենալ արտաքին աղբյուրներից ֆինանսավորվող ծրագրեր: 

«Միևնույն ժամանակ չմոռանանք, որ այդ ծրագրերը նաև պարտք են առաջացնում: Մենք իշխանությունների հետ մանրամասն քննարկել ենք այս հարցը, և նրանք շատ լավ հասկանում են, որ այս պարագայում շատ կարևոր է ավելի լավ կառավարել այդ ծրագրերը: Իշխանություններն էլ ցանկանում են վստահ լինել, որ այդ ծրագրերը կանխատ եսելի կլինեն, որ իրենք ստիպված չլինեն ավելի շատ ծախսել կամ ինչ-որ բան կրճատել»,- ասաց ԱՄՀ հայաստանյան առաքելության ղեկավարը:

Նրա գնահատմամբ՝  պարտքի կրելիության ապահովման համար կարևոր է խթանել նաև տնտեսական աճը: Ակնհայտ է՝ որքան ավելի մեծ է տնտեսական աճը, այնքան ավելի ցածր է  պարտքի բեռը ՀՆԱ-ի նկատմամբ:
