Ինչպես տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից, ուղերձում ասվում է.

«Սիրելի՛ հայրենակիցներ,

ջերմորեն շնորհավորում եմ Շուշիի ազատագրման օրվա եւ Հաղթանակի ու խաղաղության տոնի առթիվ:

Պատմությունը բազմիցս է ապացուցել, որ ազատությունը նվաճվում է հաղթանակով: Մենք հանուն ազատության պայքարել ենք` զոհաբերելով արյուն ու կյանք, բայց ոչ երբեք պատիվ ու արժանապատվություն, որովհետեւ գիտակցել ենք, որ առանց վերջիններիս ազատություն չի լինում:

Հայրենիքի պատիվն ու ժողովրդի արժանապատվությունն այն գլխավոր երաշխիքներն են, որոնց շնորհիվ ծնվել են մեր հաղթանակները, որոնց շնորհիվ քառորդ դար առաջ ազատության եւ արդարության ձգտումը Շուշիում վերածվեց հաղթանակի, իսկ հաղթանակը՝ խաղաղության: 25 տարի առաջ Շուշիում մեկտեղվեցին մեր սրտի ու ձեռքի, մտքի ու զենքի զարկերը, որոնք դարձան հաղթանակի բեկումնային համազարկ արցախյան ողջ ազատագրական պատերազմի համար: Շուշին ազատագրեցին համաժողովրդական միասնությունն ու հաստատակամությունը, համախմբումն ու կորովը՝ վերաիմաստավորելով հաղթանակի գաղափարը:

Սիրելի հայրենակիցներ,

հայրենիքի պատիվն ու ժողովրդի արժանապատվությունը մեր բոլոր հակառակորդների ու թշնամիների կողմից մնացել են աննվաճ բոլոր ժամանակներում: Ազատության ու արժանապատվության պաշտպանների ոգիները, հանուն հաղթանակների նվիրաբերված արյունն ու կյանքը մեզ մղում են նոր ձեռքբերումների, հայրենիքն ավելի ինքնավստահ ու ավելի հպարտ դարձնելու: Հանձին այսօրվա սերնդի՝ մենք դրա համար ամուր հիմք ու հուսալի երաշխավոր ունենք, սերունդ, որը ոչ միայն տրամադրված է հաղթանակի, այլեւ արդեն իսկ հասցրել է ձեւավորել հաղթելու եւ խաղաղություն արարելու մերօրյա ավանդույթ՝ որպես չընդհատվող շարունակություն Հայրենական մեծ պատերազմի ու Արցախյան պատերազմի վետերանների, զոհված ու կենդանի մեր հերոսների ստեղծած ավանդույթի:

Եւս մեկ անգամ շնորհավորում եմ մայիսյան հաղթական տոների առթիվ եւ մաղթում խաղաղություն, լավատեսություն եւ բարեկեցություն»:
