Արմեն Աշոտյանը ներկայացրեց ՀՀԿ-ՀՅԴ նախորդ և ներկա համագործակցության հուշագրերի տարբերությունները

ՀՀԿ-ի և ՀՅԴ-ի միջև համագործակցության նախորդ ու ներկա համաձայնագրերի միջև քաղաքական էական տարբերություններ կարելի է նկատել: ՀՀ Նախագահական նստավայրում համագործակցության նոր համաձայնագրի ստորագրումից հետո լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀԿ փոխնախագահ Արմեն Աշոտյանը:

«Նախորդ փաստաթուղթը հետհանրաքվեային և նախընտրական էր, հետևաբար իր գործածության մեջ որոշակի չգրված ժամկետային սահմանափակու մ ուներ, որովհետև դրա գործունեության հեռանկարը կախված էր նրանից, թե ինչպիսի քվե կստանան երկու կուսակցությունները, ինչպիսին կլինեն Ազգային ժողովի ընտրությունների արդյունքները: Նոր համաձայնագիրը լիարժեք կոալիցիոն համաձայնագիր է այն տեսակետից, որ ամրագրում է գործունեության ժամկետ, որն ամբողջությամբ համընկնում է Ազգային ժողովի լիազորությունների հետ»,- նշեց Աշոտյանը: 

Նա հավելեց, որ այս տեսակետից նոր համաձայնագիրը մանրամասն ամրագրում է խորհրդարանական հանրապետությանը բնորոշ ներկոալիցիոն համագործակցության նոր էլեմենտներ, որոնք մինչ այդ ՀՀ-ում գոյություն չունեին:

«Օրինակ, մենք պարտավորվել ենք Սահմանադրությունից բխող օրենքների և սահմանադրական որոշումների հարցում որդեգրել կոնսենսուսի կամ համախոհության սկզբունքը: Մենք միմյանց թույլ ենք տալիս նաև որոշ դեպքերում ունենալ քաղաքական տարաձայնություններ, որոնք կարող են հատուկ կարծիքի ձևով արտահայտվել, սակայն կոալիցիայի որոշումները դառնում են պարտա դիր իշխանական բոլոր օղակների համար:

Եթե համեմատում ենք նախորդ և ներկա համաձայնագրերը, ապա եզակի երևույթ է Հայաստանի քաղաքական մշակույթի մեջ, որ նախընտրական քաղաքական կոալիցիան վերարտադրվում է նաև ընտրություններից հետո: Սա քաղաքական մշակույթի տեսանկյունից հետաքրքիր երևույթ է»,- մանրամասնեց Աշոտյանը:

ՀՀԿ փոխնախագահը նշեց, որ համաձայնագիրը հնարավորություն է տալիս խորհրդակցությունների արդյունքում ներկայացնել այս կամ այն պաշտոնների համար կուսակցությունների համար թեկնածուներ, որոնք պարտադիր ներկայացված պետք է լինեն հենց տվյալ կուսակցությունների կողմից, որոնց այս կամ այն պորտֆելը կամ պաշտոնը բաժին է հասնում ընդհանուր պատասխանատվության ներքո:
