ԵԽԽՎ-ում տեղի է ունեցել սառեցված հակամարտությունների հարցերով ենթահանձնաժողովի նիստը

Ֆինլանդիայի մայրաքաղաք Հելսինկիում մայիսի 15-ին տեղի է ունեցել ԵԽԽՎ Մոնիտորինգի հանձնաժողովի՝ Սառեցված հակամարտությունների հարցերով զբաղվող ենթահանձնաժողովի նիստը, որին Հայաստանից մասնակցել է ՀՀ ԱԺ և ԵԽԽՎ փոխնախագահ, ԵԽԽՎ-ում հայկական պատվիրակության ղեկավար Հերմինե Նաղդալյանը:

Ինչպես տեղեկացրին Հերմինե Նաղդալյանի աշխատակազմից, նիստի օրակարգում ընդգրկված է եղել 2017թ-ի աշխատանքային պլանը և մեթոդները , որը նախատեսում էր, ի թիվս այլ հակամարտությունների, քննարկման առարկա դարձնել ԼՂ հակամարտության հարցը, այդ թվում նաև՝ փաստահավաք առաքելություն իրականացնել և այլն:

Հերմինե Նաղդալյանը հանձնաժողովականներին փաստել է, որ այս փխրուն ժամանակահատվածում աննպատակահարմար է անդրադառնալ Լեռնային Ղարաբաղի խնդրին, քանզի այն միջնորդական գործընթացի վրա կարող է բացասական միջամտություն լինել և հանգեցնել անկանխատեսելի զարգացումների: «Ենթահանձնաժողովի աշխատանքային նման եղանակը անարդյունավետ է և հղի բացասական հետևանքներով»,-իր խոսքում պնդել է հայկական պատվիրակության ղեկավարը՝ ներկաներին հիշեցնելով ԵԽԽՎ կանոնադրության ՝ սառեցված հակամարտությունների ենթահանձնաժողովի գործունեությանն առնչվող 7-րդ կետ ը, ըստ որի ենթահանձնաժողովը կոնկրետ հակամարտության գծով կարող է աշխատանքներ ծավալել միայն այն դեպքում, եթե ունի անդամ պետությունների համաձայնությունը:

Քննարկումների արդյունքում մեր պատվիրակությանը հաջողվել է  աշխատանքային նախնական ծրագրում որոշակի փոփոխություններ կատարել, և հանձնաժողովի կողմից որոշում է կայացվել վերադառնալ նախկինում ձեռք բերված համաձայնությանը, այն է՝ ենթակոմիտեն պետք է առաջնորդվի նախատեսված լիազորությունների շրջանակում,  և սահմանված աշխատակարգի համաձայն,  Լեռնային Ղարաբաղի հարցին առնչվող քննարկումներին անդրադառնա 2017թ. վերջում ՝ համազեկուցողների մասնակցությամբ նախնական քննարկումների արդյունքում:

Մայիսի 15-ին տեղի է ունեցել նաև ԵԽԽՎ Մոնիտորինգի հանձնաժողովի նիստը, որի ժամանակ տիկին Նաղդալյանը , որպես Մոնիտորինգի հանձնաժողովի փոխնախագահ, վարել է Էստոնիային և Իռլանդիային առնչվող հարցերի քննարկումները:
